OPERATIONS MANAGER (INTERNAL AFFAIRS)

PURPOSE OF JOB

My client is working with a voluntary alliance of more than 20 partners from the public, private and voluntary sectors, delivering a wide range of regeneration 'quality of life' projects across seven Central London boroughs.

There are currently 10 live projects being delivered across 4 main objectives:

1 - Economic growth

2 - Sustained employment

3 - Carbon reduction

4 - Quality place-making

The Operations Manager will be expected to co-ordinate and manage project finances and be responsible for overseeing the contractually agreed funding and outputs of all programmes.

My client's projects are funded from a very wide range of sources, included complex European funding sources and sources that incorporate substantial match funding (cash and in-kind) funding elements. Each of these funders have different reporting timescales and requirements, systems, processes and evidencing regulations that the Operations Manager must ensure strict adherence to at all times.

KEY DUTIES AND RESPONSIBILITIES:

* Responsible for financial planning, management and monitoring of budgets and providing regular updates to Operational Director, accountable body, project funders and Board.
* Responsible for obtaining formal approvals for project contracts, including going on to oversee successful compliance with all contracts' requirements.
* Responsible for overseeing and submitting all financial and outputs claims to the range of funders supporting my client's projects (some are monthly, some are quarterly, some are output-related).
* Responsible for reporting all financial activities to my client, the accountable body, and ensuring compliance with their and the funders' varying regulations.
* Responsible for running and updating the paper and electronic systems that record all of my client's financial and outputs performance information at an individual project level.
* Responsible for supporting individual project managers to successfully undertake full audits of projects, that can be instigated by funders, as well as by the accountable body. Holding the files and evidence to support all audits.
* Day to day management of project management and delivery team, of eight staff members. The Operational Director will provide overall strategic guidance.
* Briefing staff on updated financial regulations and requirements on an ongoing basis.

QUALIFICATIONS:

* Degree (or equivalent educational standard) in planning, regeneration, urban studies, or economic/financial management plus post-graduation profession level qualifications (eg RTPI, MIED, ACCA, CIPFA, MCMI).

WORK EXPERIENCE:

* Financial/contract management experience (including managing budgets and financial planning).
* Comprehensive knowledge/experience of urban regeneration and partnership working
* Managing economic development activities and programmes in complex urban environments.
* Managing comprehensive multi-agency, cross-borough public-private-voluntary sector partnerships
* Personnel administration/supervision and line management experience
* Managing the delivery and budgets for complex, multi agency, regeneration schemes.
