Operational Team Manager (Childrens Services)

The Team Manager will be responsible for maintaining effective partnerships and good working relationships with external agencies such Courts and those providing commissioned services to the YOT. and manage, develop, and supervise the delivery of quality services aimed at preventing offending by young people in the criminal justice system, also to ensure all work is carried out within the framework of the Council's and the department's policies, National Standards, and the National and Local of the Youth Justice plan
To provide effective supervision and appraisals of staff ensuring the highest possible standard of service, sustained by professional staff development. To be responsible for the co-ordination of the overall workload of the team with other management colleagues including allocation of work, the provision of a duty system to cover unallocated or crisis work, the transfer and negotiation of case work responsibility, timely case reviews etc.
To collate and provide information required for the Youth Justice Plan (or as required), and contribute to the setting' and evaluation of its objectives Also to ensure the deliver and coordination of tasks and development work arising from the plan. ensure all work is carried out within an equalities framework, ensuring a high standard of service to all young people requiring it. To be responsible with the Service Manager for service development in response to changes in legislation and practice guidance and to initiate innovative work.To advise and assist staff from other agencies and those in children's services in relation to Youth Offending issues and the interface between areas of responsibility and to share information appropriately.To deputise for the YOT manager as required and to cover for other operational managers in their absence.To organise, chair and attend meetings appropriate to the work of the YOT.
To be responsible for project work, ensuring timescales, progress reports and financial management requirements are completed. To organise and manage workload and performance, prioritising in order to meet deadlines required.
To plan, establish and develop creative programmes aimed at reducing youth offending and to monitor and evaluate such programmes.To establish and maintain effective financial management, and to work within budgetary constraints and the Council's financial regulations.To assist in the recruitment and secondment of staff, and to arrange staff induction.To assist with the development of protocols, procedure and administrative systems, which facilitate service delivery.To ensure that service user records and assessments (ASSET) are of an appropriate standard and kept up to date, and that service user confidentiality is respected, whilst information is shared appropriately.
To adhere to the councils health and Safety Policy and apply it to the work environment for service users and staff.To identify staff training and development needs and report these and the monitored standard of performance in the team to the Service Manager.To develop practice and procedure within the team in the context of the council and partner agencies crime reduction strategy and their key strategic plans.To facilitate the increasing use of new technology by staff in order to increase efficiency and provide management and performance information, and to ensure the timely input of case records, assessments and outcomes onto the YOT database.
