The role of Open Space Officer - Horticulture it has been initially release on a temporary basis initially for 8 months.

Main Duties:
* Support the Streets and Open Space Development Officer to identify strategic priorities across the Service Area.
* Lead on developing opportunities for local communities to be involved in decision making across the Service Area.
* To provide horticultural expertise and a range of associated services and skills across the Service Area.
* Lead on the procurement of specialist horticultural goods and services

KEY TASKS AND DUTIES

* To assist the Streets and Open Space Development Officer in devising strategic priorities for the provision, management and use of Street and Open Space, reviewing and redeveloping within appropriate timeframes
* Develop networking, funding, strategic, and partnerships to the benefit of the Service Area.
* Specify, plan, document and tender feasibility studies, associated works and specialist services across the Service Area. This will involve the preparation of working drawings and technical specifications. Develop funding bids as required and consider effective procurement approaches
* Lead, develop, document, and oversee a proactive and planned approach to asset management across the Service Area.
* Implement and oversee a performance management framework to deliver efficient, effective and accountable improvements to Open Spaces
* Ensure compliance with statutory and corporate obligations with regard to the management of events on open spaces, including detailing pre and post event works.
* Lead on the horticultural content of all projects, specifically new and replacement planting, including the creation and management of a comprehensive planting programme for the Service Area and other Council departments.
* Oversee the management of projects across the Service Area.
* Develop opportunities for stakeholders to be involved in the management and adaptation of Open Space.
* To provide specialist advice in relation to the transfer of land to the Council.
* As a cost centre manager to be directly accountable for appropriate spending within budgets on cost centres, in line with the Council's established financial procedures. Raise and monitor contracts.
* Support the Streets and Open Space operations team with bedding and lying out of horticulture features.
* Assist the Streets and Open Space Development Officer to protect the Councils land ownership interests and be responsible for overseeing remedial work and recovering financial loss.

PERSON SPECIFICATION

* Significant experience related to the management of green spaces in a local authority environment.
* Demonstrable experience in providing expertise in a wide range of horticultural settings
* Experience in overseeing maintenance and improvement programmes
* Experience in setting up and working with Friends' groups
* Experience in developing effective partnerships with contractors and other green space stakeholders
* Experience in successfully applying for additional funding to support priority projects
* Understanding of impact and opportunity presented by growth and planning obligation strategy
* Degree standard or professional qualification or evidenced vocational qualifications/experience to ensure equivalent comprehensive knowledge and understanding across service area
* CIEH Basic Health & Safety Certificate.
