Projektbeschreibung

Planning and Land Sales Disposal Leadership and Management
*To direct and manage the Planning and Land Sales Disposal Team, internal and external, (consisting of property, environmental, design and cost consultants along with internal and external stakeholders) to ensure that the trust's land sale proceeds objectives are met in a timely and cost efficient manner.
*Ensure that the redevelopment projects are not impeded or compromised by land disposal decisions by the early identification of planning issues and the development of mitigation strategies.
*To recommend and explain the implications of the disposal strategy solutions to the programme boards and Trust Board.
*Prepare briefing papers and brief the Programme Board and Trust Board and senior managers on the concept, extent and objectives of the disposal master plan programme along with time scales and estimated costs/risks.
*To manage the negotiations with external stakeholders (eg English Heritage, Natural England etc) to ensure that the proposed land disposal plans are in support of Trust development plans and local planning policies and requirements and are achieved.
*Manage the development of the planning and land disposal master plans to ensure that they continually meet the requirements of the Trust and support the redevelopment projects.
*Manage the strategic relationships with statutory authorities to formulate, negotiate and agree courses of action that meet the Trust's needs.
*Appropriately delegate work with agreed outcomes and timings to the planning and land disposal team members, consultants and others as necessary.
*Responsible for the continuous assessment of the range of expert external consultant advice that is required to meet the requirements of the disposal master planning objectives.
*To manage and be responsible for the following work streams for the planning and land disposals programme where required:
oEnvironmental Impact Assessments (EIAs)
oEnvironmental Statements (ESs)
oSustainability Statements
oFlood Risk Assessments
oEnglish Heritage Submissions
oConservation Strategies
oGreen Travel Plans
*Ensure that communication structures/processes are clearly defined, work effectively and encompass all internal/external stakeholders.
*Ensure that land sales/disposals fit with the Trust's strategic future plans.
Agree programmes for the completion of works by all parties and ensure deadlines are kept. Where slippage is identified, produce and put into operation mitigation plans and take such steps as are possible to ensure such slippage is contained and does not affect other work streams.
*Manage the Land Sales disposal budget to maximise the financial and other gains to the Trust of land sales/disposals including Community Infrastructure Levies,(CIL) Suitable Alternative Natural Green Space (SANGS), Public Open Space (POS) and other Local Authority charges.
*Ensure that best value for money and "Added Value" is maximised commensurate with the Trust's needs.
*Responsible for monitoring, validating and authorising for payment periodic and final payments to consultants.
*Provide regular financial forecasts and cost flows to The Redevelopment Programme Director/Deputy Programme Director, and Programme Boards.
