Our Central Government client is currently looking for a Network Transition Manager to work on an initial contract through until the end of March 2012. This role will be based in Central London but will require some adhoc travel. This is an immediate requirement. The Network supplier is responsible for implementing, managing and maintaining all network connections over which IT services are delivered to the department sites, to agreed standards and security requirements. These responsibilities include wide area networks, and interconnections with the GSI/GCF/PSN, internet and third party networks, telephony and video-conferencing. There are currently 3 incumbent network suppliers each delivering WANs to each of the Departments Domains. The primary function of this role is to assure that the Network Supplier can continue to deliver the networking services to the business, in particular WAN services and Video Conferencing through the transition period and into the future operating model, whilst maintaining quality of service. They will act as the Authority's primary point of contact for the Network Supplier's transition programme and its associated activities. Specifically to validate the Network Tower bidders transition solution and plans to assure that the incumbent suppliers can continue to deliver the network services for all users at all locations until the networks are transitioned to the Network Supplier, and that any impacts to the business and the ICT services are minimised. Main Duties/ Responsibilities *Participate in the Network provider contract negotiations and assessment of bidders' solutions and plans. *Provide transition expertise in assessingthe validity and achievability of the bidders' solutions prior to Effective Date and work with the bidders to enable them to achieve the agreed quality criteria. *Work with the End to End Transition team and other Tower Transition Managers to ensure that all dependencies are known, impacted against and incorporated in the relevant Supplier plans. *Participate in Detailed Transition Planning (post Effective Date) to develop and assure the Network providers transition plans and documentation. *Assure delivery against the Network Supplier Transition PID and Transition Plan. *To review Network provider plans for activities within scope of this work stream, providing assurance on their achievability and appropriateness from a service continuity perspective. *To identify any key interdependencies on other parties be that incumbent or new Contractors and ensure that the resource requirements are known and agreed. *Obtain resource required to deliver the plan. *Agree transition status with the Network Supplier. *Ensure that any Network issues and risks are managed by them and where appropriate escalate within the governance framework for resolution. *To validate the knowledge transfer plans with incumbents and agree the release of the appropriate resources to conduct knowledge transfer. *To participate in service readiness testing in order to validate the supplier readiness to take on the in scope services and that the support functions and any other required functions have the necessary knowledge and supporting procedures to allow support services to be delivered. *Facilitate the agreement between the Network Supplier and other Suppliers about the operating procedures for the interfaces between the Service Management functions of the suppliers and assure the implementation of these. *Assure the implementation of all Network specific management and technical tooling. *Work with the IA Team to assure the accreditation of the Network Supplier Solution. Skills/ Experience Required *Experience of implementing large scale IT Infrastructure, particularly networks *Experience of dealing with outsource providers, particularly in the networks arena *Previous experience of negotiating on behalf of a Government Authority would be highly desirable *Procurement experience especially around bid evaluation, validation and solution work up is required for this post Additional Comments Please note that the successful candidate will be required to undergo a Basic Security Check, which is at a cost of £25.Capita Resourcing welcome applications from all suitably qualified people regardless of gender, race, disability, age or sexual orientation.
