Job Roles:

Ensure to deliver the Network Planning and Optimization Scope of Services and all activities required to ensure the delivery of required SLA.

Secure the operational and financial performance of the Network Planning and Optimization delivery service.

Point of Contact for the Customer - both internally and externally - regarding the MS Network Planning and Optimization delivery performance (operational).

Secure the alignment of the internal MS delivery organization for Network Planning and Optimization to match the Customer's business requirements as reflected on the SLA.

Support for add-on sales opportunities based on the privileged knowledge of Customer's ways of working.

KEY ACCOUNTABILITIES AND ACTIVITIES: 

DELIVERY PLAN:

- Deliver the proper plan to fulfil the yearly contractual and future perennial targets
- Manage the execution of the Scope of Services Network Planning and Optimization (cost, time and quality) ensuring the fulfillment of contractual obligations by the Company, the Customer and Third Parties. This/her includes the Radio Access Network and the Core Network (for Optimization only).
- Elaborate based on the service scope and targets, a comprehensive and realistic General Project Plan.
- Set up and manage within his/her functional area, the MS Organization Network Planning and Optimization staff, securing fulfillment of the area objectives and responsibilities.
- Collaborate within his/her area, with the Company HQ in sub-contractor selection process

DELIVERY PERFORMANCE AND REPORT:

- Ensure the customer information and satisfaction regarding delivery contractual performance.
- Manage within his/her functional area, the operational relationship with the Customer, securing to achieve a high level of satisfaction from the Customer regarding the delivery performance.
- Follow within his/her functional area, all internal agreements (WLA) between the MS Organization Network Planning and Optimization and other delivery organizations.
- Follow within his/her functional area, the external operational agreements (OLA) between any delivery organization and the Customer.
- Ensure within his/her functional area, that hierarchical escalation on critical incidents is followed and that the customer is always involved and updated according to contractual requirements.

DELIVERY COST:

- Ensure the best business delivery cost.
- Continuously seek, within his/her functional area, for operational and financial performance improvement of the delivery solution, in line with contractual and business case expectations.
- Follow within his/her area, all governance instances (internal or external) and that to ensure the operational and financial performance is being correctly monitored and reported.
- Manage any dedicated third parties involved in the Network Planning and Optimization delivery solution, seeking to obtain the best cost-benefit relation.
- Ensure within his/her functional area, the delivery compliance to both contractual and business case requirements, avoiding over or under delivery.

SKILLS IMPROVEMENT STRATEGY:

- Prepare a plan to improve the skills for his/her team to ensure their professional development.
- Ensure relevance of technique, performance, costs and communication of actions carried out by his/her/her teams.
- Manage teams through motivation and encouraging synergy between the various actors.
- Assess staff, be responsible for their professional development, and put in place individual or collective skills development plans.
- Contribute to drawing up the strategy of domains concerned by the mission of his/her entity.
- Mobilize and implement the necessary skills and resources to run unit.

DEPARTMENT MANAGEMENT:

- Manage employees, and coordinate department accountabilities and activities to achieve its mission and objectives.
- Define and set individual and collective objectives (KPI's) for the department, cascaded down from the general department objectives, within the performance review process.
- Evaluate individual and collective objective achievements. Propose rewards and salary increases within the salary review process cycle.
- Optimize and improve the department performance in terms of organization and proper size. Highlight specific training needs.
- Supervise and follow the department's day to day activities, define priorities, choose orientations, and take decisions. Ensure coherence of mid- and long-term projects.
- Organize and run regular department meetings to cascade the company strategic orientation and collect critical information (issues, problems, difficulties) to report for senior management.
- Motivate and engage employees through regular communication and monitoring of the teams.
- Monitor the department social climate to mediate and resolve employee conflicts, if necessary.
- Contribute to defining the department's annual budget. Ensure its centralization and follow ups.

ADDITIONAL DUTIES:

- Ensure other special projects/assignments as directed by the MS COO.
- Investigate in new relevant technologies development to improve the target and propose with proper business case.
- Support, within his/her functional area, the Company Commercial organization in contractual renegotiation or pre-sales opportunities.
- During Transition, to ensure, within his/her functional area, the sustainability of the service delivery.
- Participate of the technical negotiation with the Client.

Key Competencies:

- Excellent knowledge of process of the Network Planning and Optimization in a Telecom Operator or Managed Services company and the constraints related. Key Personal Transversal Competencies Soft behavior or personal skills related to the individual capacity to execute a job task or responsibility

Qualifications & Experience:

- University Degree in telecommunications equivalent.
- Knowledge of modern cellular (GSM) radio and transmission systems networks.
- Good people management skills.
- 10+ years with University Degree in telecommunications, out of which at least 7+ years leadership experience.
- At least 10 relevant working experiences within the mobile or telecommunications industry related to Network Planning and Optimization as Radio Planner or Radio Optimizer.
- Management of engineering project of similar scope.
- Management of teams of independent jobs.
- As working in start-up company, to exhibit a degree of ingenuity, creativity and resourcefulness.
- Ability to operate in a performance driven organization. Specifics
- German and English.
- Good knowledge of MS Office Pack (Word, Excel, PowerPoint, Access, Visio, etc.).
