Mobile Billing Design Engineer, OSS/BSS Contract 3-6 months Dublin, Ireland
The purpose of this Role is to carry out Analysis, Design, Development & Implementation of technical solutions for all new and major changes required by programmes and for individual project requirements, primarily impacting the Prepay and Data charging Systems, but more widely within the Mobile BSS systems stack (involving Fixed & Mobile Technologies and covering IT systems, Service Platforms and Core network elements).
In addition the purpose of the role is to:
* Ensure the integrity of design for changes to the Mobile PrePay and Data charging systems managed by the Mobile Billing Team
The candidate must have:
* Excellent system design skills with a strong background of software design and development in telecommunications BSS and/or OSS areas.
* Proven ability to liaise with Enterprise and Solution Architects and 3rd Party Vendor companies in developing solution options
* Deep understanding of Charging and Billing for both Mobile PrePay and Postpay Applications.
* Solid understanding of Mobile Data technologies and the Charging and Billing for Data related services, including the OCS, PCEF, and PCRF nodes within the mobile architecture.
* Excellent Unix skills for any mix of HPUX/Solaris/Linux and the ability to develop Unix Shell Scripts.
* Strong relational database skills with SQL experience on Oracle databases.
* Good knowledge of mobile telecommunications in particular prepaid charging platforms, and data charging for both 3G and 4G.
* Strong knowledge of Telecommunications protocols, including C7, CAP1, CAP2, INAP, CS1+, MAP, MTP, SCCP, TCAP, ISUP, SIGTRAN.
* Network knowledge and skills in the areas of IP, UDP, TCP, DIAMETER (including Gx, Gy and Sy protocols), Ericsson SCAP, DNS, SMPP, SNMP etc.
* Solid Technical knowledge of 3G and 4G networks specifically the PS and CS core networks and how they integrate to the Real Time rating platforms.
* Strong knowledge of OSS/BSS IT applications, in particular Mediation, Billing, and Provisioning.
* Understanding of modern Middleware platforms, ideally BEA's Aqua Logic Service Bus and an understanding of XML, XSD, WSDL, SOAP, and WS-* technologies
* Proven ability to identify root causes to problems and find creative solutions
