The National Medicare Administration team is seeking a Program Manager I to oversee and manage a complex group of cross-functional and/or cross-regional projects that support the organization's Medicare Administration and its Medicare Sales and Marketing function. This individual may lead the implementation of new capabilities to support Health Plan Membership. Other projects will include Sales and Marketing initiatives to help the Medicare Line of Business grow and retain membership in an efficient and compliant manner. The individual in this role may manage specific program workstreams, while also providing overall program management across multiple workstreams. Close coordination with internal resources as well as with outside vendor resources will be required.

Essential Functions:
Lead large and/or complex work streams with significant program impact
Develops and maintains detailed implementation plans, manages issues and risks, and provides executive status briefings on implementation progress.
Creates a clear, logical and realistic plan of activities which streamlines the program process.
Manages projects/programs utilizing best-practice project/program management approaches to deliver against approved estimates for quality on-time and on-budget programs and programs
Constantly seek ways of improving existing quality assurance tools and processes
Develop and analyze program interdependencies in order to effectively structure and manage complex programs and understand potential impacts
Translate business client expectations into practical, implementable program objectives, which aim to provide integrated total solutions
Implement continuous quality control of process and deliverables
Effectively deploys and organizes resources, developing timetables and targets and checking progress against them.
Establishes and leads cross-functional workgroups.
Identifies and coordinates with other project managers and implements schedule deadlines in a matrixed environment with informal authority.
Conducts an operational readiness assessment prior to launch of a new program.
Develops and analyzes program interdependencies in order to effectively structure and manage complex programs and understand potential impacts.
Accountable for tracking and/or monitoring the results of actualization of benefits and program metrics.
May be responsible for ongoing vendor alliance management.
Travel required 10-20% of the time.

Qualifications:
4-8 years of process improvement, management consulting, change management, or related business experience.
3+ years of program management experience
Bachelor's degree or 4 additional years of equivalent experience
Advanced proficiency with Excel, Power-point, and MS Projects
Excellent written and oral communications skills
Independent thinker with proven leadership skills.
Relationship builder.
5 years of experience in healthcare administration, or 5+ years of experience working in an area/industry relevant to the current posting preferred.
Successful prior experience with vendor alliance management.
PMP Certification and/or formal training in Project Management methodologies preferred.
Knowledge of Call Center operations and/or prior experience with Sales and Marketing programs.
Broad knowledge of the Healthcare industry.
Knowledge of Medicare, Medicaid, Dual Eligibility (Medicare/Medicaid), and/or the uninsured populations.
Experienced in the application of principles, theories, and concepts to support social and health related challenges of underserved or lower income populations.
