ABOUT THE PARTNER ORGANIZATION

This is part of the ongoing collaboration with Plan International in Tanzania. Plan International and Cuso International/VSO have common objectives in the following areas:
1. Early Childhood Care and Development: Plan International is currently one of the leading organizations in this field in Tanzania, especially on policy formulation.
2. Sexual and Representative Health and Mother and Child Health: Plan International is currently implementing a large MCH project in collaboration with JHPIEGO and Africare.
3. Household economic security: Plan International is currently supporting VSLAS and value chain development, especially around cassava.
4. Gender and advocacy: both organization mainstream gender in their operations and have a strong emphasis on research and advocacy.
5. Monitoring and evaluation: both organizations are currently investing in reinforcing the M&E systems to demonstrate impact and improve learning from their projects.

THE VOLUNTEER'S ROLE

Overall placement purpose and specific volunteer placement objectives:

The volunteer will be responsible for providing leadership and support to the Program Units (PUs) in Monitoring of long term and annual plans, formulation of MER/result frameworks, objectives and indicators development related to grants or PU plans, monitoring the progress against the indicators, lead documentation of good practices and lessons, coordinate research, studies and evaluation related to country programs and ensure effective procedures' for disseminating findings and contribute to organizational learning in and beyond the country.

Specific Objectives:

• Develop a system and lead monitoring of progress against the PU Long Term Plans, programs and projects to ensure that the strategies and approaches used are in line with the Country Strategic Plan and in agreement with child centered community development.
• Initiate development of the CO MER plan and support PU M&E Coordinators to develop PU MER Plans for program effectiveness and learning.
• Provide capacity building to M&E Coordinators to strengthen and institutionalize corporate monitoring systems and tools at the PU level for effective management of outcomes and results.
• Coordinate and support planning, implementation and dissemination of Baselines, Assessments, Evaluations, Research and other studies at CO and PU level to enhance performance measurement and learning.
• Support the development of Country Programs and PU programs, projects objectives and indicators for tracking progress.
• Coordinate the documentation, generation and sharing of lessons learnt and best practices from CO and PU MER activities for continuous program improvement.
• Facilitate capacity-building on M&E to staff and partners to ensure timely and quality monitoring systems, collection and management.

The position requires a high degree of analytical thinking and interpretation of data to deduce solutions for decision making. It also requires an integrated and multidisciplinary approach to programming. The holder requires an overall understanding of the strategic direction of the organization and the ability to conceptualize the existing interrelationships and organizational working environment.

SKILLS AND QUALIFICATIONS

Essential requirements

• Master degree in Social Sciences or equivalent from a recognized university.
• At least 5 years practical work experience specifically in monitoring & evaluation
• Demonstrated skills in quantitative and qualitative research/survey methodology including usage of statistical packages eg SPSS
• Experience in Participatory methodologies
• Proven understanding of programming concepts and Human Rights Approaches to Development
• Strong analytical and logical abilities
• Good knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level.
• Design and management skills
• Numeracy and the ability to interpret data, in order to provide management support to programming and budgetary processes including planning, monitoring and reporting. 
• Facilitation and presentation skills paired with good interpersonal abilities
