We require an L&D Manager within Social Care, Health and Housing/Improvement Corporate Service, Human Resources.

Rate: £21.50 - £24.50 per hour Ltd.

MAIN ACCOUNTABILITIES:
Deliver HR initiatives and a portfolio of projects to meet the needs of Improvement & Corporate Services. Contribute to the planning, development and implementation of the L&D strategy for staff in Improvement & Corporate Services and respond to the needs of the relevant workforce strategies. Continually review the L&D service provision to ensure resources are being used effectively. Identify areas for improvement and agree appropriate implementation plans with the HR Business Partner. Work with the Workforce Development HR Manager to ensure that the allocated directorate has specific strategy links with the Council overarching strategy for L&D. Establish the L&D agenda required for the directorate and review current programmes. Work in conjunction with a range of managers, senior managers, external partners and individual work groups, to design, develop, implement and evaluate a range of high quality and relevant training solutions, including a bespoke training programme using a blended learning approach. Take a lead role in working with the directorate to ensure the L&D agenda responds to the needs of the service priorities and those of staff. Monitor, measure and report staff L&D plans and achievements within agreed formats and timescales. Establish and maintain appropriate systems for measuring necessary aspects of staff L&D. Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement. Provide guidelines, programs, educational tools and assistance for the training of newly hired and existing employees. Develop and sustain productive relationships with training providers, external/private/voluntary and independent (PVI) agencies, other Local Authorities and appropriate local and national training organisations to enhance knowledge and understanding and continually improve service provision. Lead the service specific workforce development agenda within the Directorate, identifying development planning work streams and ensuring all relevant parties, both internal and external, work cohesively to deliver the agendas. Attend a wide range of business and liaison meetings with external training providers, Further Education (FE)/Higher Educational Institutions (HEI) establishments and other local Authorities/Agencies to discuss potential training opportunities, joint working provision and collaboration in the future. Meet required induction, foundation standards and national occupational standards, supporting employee, organisational and national requirements for Continuing Professional Development through the development and implementation of training, qualifying and post qualifying programmes. Manage and oversee commissioning a range of L&D initiatives and projects as a result of developments arising from Government legislation, National Skills Sector policies, statutory inspections, policies, inspections, Performance Indicators and Health and Safety policies. Make a significant contribution to L&D issues in relation to Quality and Performance Management initiatives. A key element of this will be to promote an approach that builds a learning culture and ensures that the Council maximise the return on the investment in the development of staff. Ensure that all appropriate L&D activities are discussed, developed, commissioned with internal and external training providers to meet local and national standards and needs. Constantly keep abreast of new developments across the L&D environment in order that the Council may make best use of them in its delivery and practice. Respond to allocated directorate specific regional and national reviews of practice such as social work and the implementation of findings following serious case reviews.
