LEAD PROJECT MANAGER - REGULATORY TRANSFORMATION PROJECT - CARDIFF

A top retail bank based in Cardiff currently requires a Lead Project Manager to join a large Regulatory transformation programme for an initial 6 month period.

OVERVIEW OF THE PROGRAMME

Consumer Credit Reform (CCR) is a regulatory project. This role is within the Permissions Workstream and is required to ensure that Finance Workstream issues resulting from FCA requirements are delivered for Tranche 2 and Tranche 3 Asset Finances businesses of which there are a number of entities in scope for Tranche 3, with submission of Applications expected to take place in December, as well as the need to deal with any queries from the submission of Tranche 2 Applications

ROLE ACCOUNTABILITIES

- Project reporting to the CCR Finance lead and workstream PMO
- Execution of all business analysis and design tasks for reporting, operating model, systems and data, ensuring a cohesive and effective end to end solution design for calculating, processing and reporting of RMAR and CCR templates for in-scope entities and their submission to the FCA
- Understand and document existing high level current E2E processes/operating model and drive/define new reporting by legal entity required under new CCR regime
- Design and agreement of a realistic Target State solution working closely with businesses, functions and IT;
- Undertake high level current state controls, systems and process analysis
- Identify the changes/enhancements required to existing operating model
- Work hand-in-hand with it to overlay proposed systems architecture to deliver business requirements.
- Initiate documentation & assessment of controls for new processes
- Document data dictionary, analyse and identify gaps to existing data for each business and function, agree owners and work with businesses and technology to identify work required to close gaps
- Document & assess controls for new processes, ensuring SOX compliance if appropriate
- Liaison with Programme Manager and PMO, produce implementation plan for 2015, agreed with business and IT identifying ownership, dependencies and risks for each
- Ongoing liaison with other CCR workstreams and initiatives across the bank to avoid duplication of effort and to leverage ongoing design & development.

ESSENTIAL SKILLS AND EXPERIENCE

- Knowledge of Financial reporting
- Experience of Stakeholder Management
- Change experience in a financial environment and managing Finance Workstream deliverables

DESIRABLE SKILLS AND EXPERIENCE

Awareness of Accountancy and Accountancy terms would be beneficial.
