Projektbeschreibung

Our direct client is urgently looking for an experienced Lead Marine Co-ordinator and Marine Co-ordinator for a long term contract based out of the Netherlands.

Lead Marine Coordinator:
Work conditions: 5 days per week Full time on site

Setting up facilities and necessary equipment in the Marine Co-ordination (MC) office
Planning of resources to the MC function
Recruitment of employees to the MC function
Input to procurement of site facilities
Assisting the Site & commissioning project manager, in relation to daily issues as well as weekly and monthly notices to be issued
Liaising with the HSE Manager in his/her duties in relation to offshore activities, exercises, incidents & in preparing various plans as necessary
Responsible for the issuing of Notices to mariners
Carrying out suitability surveys of smaller vessels prior to their acceptance and any other marine assignments in agreement with the clients Energy's requirements
Responsible for site Inductions, management of personnel tracking and operation of the vessel coordination system
Responsible for monitoring and co-ordinating vessel traffic, personnel and materials to and from the offshore site
Determining the numbers of support vessels, guard ships etc. needed offshore in co-ordination with the Site & Commissioning Project Manager
Marine co-ordination duties for the project - this will be on a 12-24 hour/day basis with a duty telephone for the out-of-hours response
Establish and keep contact with marine authorities
Planning of resources to MC function
Assist the Project Management in handing over Marine functions to O&M
Assist the Project Management in transfer of VTMS, offshore values and onshore values to O
Ensure safety of personnel during operations and preparation for operations
Ensure application and compliance to best marine/offshore safety & operational practices in respect of Crew Transfer Vessel (CTV) operations and site management
Ensure CTV passage and logistics plan are in accordance with project requirements
Optimise CTV use for efficient transfer of personnel and equipment
Watch keeping and communication for live operations of persons and all site vessels via (VHF/UHF/AIS/E-MAIL/Telephone, etc.)
Co-ordinating the position of vessels and other relevant equipment within Construction Site (offshore) and berthing sites, minimise downtime, avoid conflict of interest and maximize safety
Organise persons and equipment to be ready for transfer by CTV in a timely manner
Monitor and record all project vessel movements by means of an AIS based tracking system.
Monitoring Real Time weather information and advise CTV skippers of changes that may alter plans
Undertake general duties to support the smooth running of the marine co-ordination facility, as required by the Lead Marine Co-ordinator
Manage vessel fuelling and Maintain a record of same
Manage site inductions and issue access cards for all personnel onshore and offshore.
Identifying and Reporting logistics related conflicts.
Manage the maintenance and issue of high value PPE to personnel
Manage emergency situations in the unlikely event they occur

Administration to a very high and consistent standard:

All NOK details for personnel offshore are available and in date
Maintain records of CTV activities including downtime, maintenance and utilisation
POBs and crew certificates for the CTV's are in date and adequate
Produce and distribute a Marine Co-ordinators Daily & 5-Day Overall Planned Vessel Movements and weather look-ahead. Review same and identify any potential conflicts
Project Transfer documents and weather forecasts to CTV's prior to sailing.
Organising and maintaining a weather log.
Manage and Maintain a record of vessel fuelling

When the Construction site is established the role requires continuous 14 days working 12-hour shifts followed by 14-days rest period.

Candidate skills & experience

Logistics management experience in a safety critical environment, preferably marine, renewable energy or offshore
Marine background, involving management of live operations, preferably smaller vessels
Good understanding of best practice marine safety
Use of VHF equipment
AIS vessel and people tracking software
Marine co-ordination procedures.
Good written and verbal communication skills
Microsoft Excel and Word experience

Certification required includes

PST or Bosiet
Offshore Medical
Working at Heights
VHF radio operators training
