Contract Term

This position closes at 3:00 p.m. on Tuesday, December 4th, 2012.

This is a 6 month (25 week) contract opportunity with the opportunity to extend.Overview

Our client is seeking a Lead Business Analyst.

The Lead Business Analyst will help lead a team of four (4) Environmental
- Departmental Environmental Health
- The Business Unit's front line Safety Champion (functional manager), as well as its Safety Advisor subject matter experts; and
- A cross section of the 5~6 Business Unit operational personnel drawn from the Business Unit's Supervisors, Foremen, and front line employees. These are Business Unit personnel who are familiar and involved with their Business Unit's safety requirements, workflows, and practices and as a key stakeholder community, their active participation in the data gathering, documentation, and approval process is critical to enhance active buy-in and willing user adoption of the downstream Safety Data Management System Projects solution determination and implementation.

Required Skills

Requirements i) Departmental Environmental Health Safety Leads; ii) Business Safety Champions and Safety Advisors; iii) Front line Business Unit operational personnel involved with Business Unit safety procedures; and iv) Document the requirements, workflows, and practices as Safety Data Management System Project's functional and supplementary specifications for subsequent inclusion within a Safety Data Management System Project RFP.
- Ability to elicit Client Occupational Health Safety Management System and supplementary requirements through workshops and interviews with the above key stakeholders;
- Ability to perform fit-gap analysis between industry standard Occupational Health Safety Management System solution functionality and Business Unit safety requirements, workflows, and practices;
- Ability to translate Occupational Health Safety Management System safety requirements into conceptual solutions, user interface mock-ups and report specifications;
- Ability to prepare end-user documentation and assist with the preparation of training materials;
- Ability to prepare cost and time estimates and where required, perform feasibility studies; and
- Has previous and successful experience using the IBM Rational Unified Process (RUP) and the Unified Modeling Language (UML).

Work independently with little or no supervision:

- Demonstrates organizational and time management skills;
- Develops, maintains, and promotes good working knowledge of the required Corporate safety methodologies;
- Facilitates and promotes team building and teamwork to achieve Safety Data Management System solution acquisition and deployment objectives; and
- Assists the Project Functional Lead in performance of tasks in order to achieve team and client objectives.

Technical knowledge:

- Sound and proven technical knowledge in UML and object-oriented analysis and requirements' derivation.
- Familiarity with the concepts of systems architecture, services, and integration.

Good written and oral communication skills:

- Communicate complex issues clearly and concisely with Safety Data Management System Project Business Unit team members, project leaders, senior staff, and management; and
- Exhibits strong written and verbal communication skills, able to conduct or facilitate presentations and process review workshop sessions.

Problem solving and decision making:

- Exercises initiative and sound judgment in the execution of project plans and schedules; and
- Generates innovative and alternative solutions to project problems.

Education:

- As a minimum, must have a diploma from a recognized technical institute or college with a focus on Computer Science or Engineering (undergraduate degree in Computer Science or Engineering preferred), and equivalent testing and quality control experience.

Knowledge:

- Understands change control processes, version control tools, requirements management and tooling solutions/integrations, etc;
- Strong business analysis skills and experience in building/maintaining requirements matrices; in particular use of Windows XP Professional;
- Familiarity with common application developmental and network infrastructure life cycle processes;
- Familiarity with Engineering Principles for how business system requirements are defined and decomposed into manageable configuration items; and
- Understanding and knowledge of systems/software acquisition and delivery life cycle methodologies and quality standards.
- Experience with Common Desktop Tools: Word, Excel, MS-Access, Visio, MS-Project, etc.

Abilities:

- Ability to work under tight deadlines and pressure;
- Ability to present ideas/solutions to peers, customers, partners and sub-contractors (eg, new or improvement processes, procedures, tooling); and
- Ability to work as part of a large program and to interact well with all levels of the Safety Data Management System Project Team and stakeholders who have a vested interest in the successful acquisition and deployment of a new Safety Data Management System solution.

Experience

- Minimum 8-10 years as a business analyst and/or team leader.
- 8-10 years working on large scale programs or projects (preferred Occupational Health Safety Management System and/or Environmental Management verticals);
- Proven experience with large, complex system that includes hardware, software and documentation deliverables;
- Experience defining and writing processes and procedures;
- Experience using and assisting in the deployment of common testing, build and development tools;
- Experience in developing and providing informal and formal training of processes, procedures and tooling solutions;

Desired Skills:

- Strong knowledge of safety and environmental data management systems will be an asset
- Previous work experience with Government Organizations or equivalent endeavours.
