I am looking to hire a LDEW TECHNICAL CONSULTANT at PORTSDOWN for one of my Public Sector Client.

The aim of the Laser DEW Capability Demonstrator (CD) project is to enhance the UK's understanding of the capability of a Laser based weapon system whilst demonstrating the ability of a high power Laser DEW system to engage air-borne and surface targets at operationally relevant ranges.

A land based hardware demonstration followed by sea based demonstration showing the ability to engage targets is required. The demonstrations, and related studies, will provide the evidence required to inform Navy Command and Air Command capability planning decisions.

Much of the work will be undertaken in industry but will require significant input and support from Dstl with regards to technical expertise and engagement with the Users and other Stakeholders.

The contract will have an annual value approaching £10M and will have multiple strands and themes which will require oversight and coordination. The current team consists of a number of SMEs with specific technical knowledge but in most cases lack the experience of coordinating a complex system level demonstration.

Work with the existing team to oversee the delivery of the contract.

This will include:

- Scrutiny of the contractor's proposals, seeking and coordinating input from SME across the MOD and providing feedback to the contractor.
- Liaison with the contractor with regards to progress and other meetings, workshops and trials, both ad-hoc and where there will be a requirement to invite a wider audience.
- Receive, review (either personally or by seeking input from other SME), respond and accept deliverables. This will include advising on the acceptability of deliverables, shortfalls and corrective action required.
- Maintaining a record and enabling the delivery of GFX, including coordinating the delivery of MoD input to tests.
- Reviewing risk registers and programme plans.
- Providing the day-to-day engagement with the contractor.

In addition, they will advise the MoD team of the progress of the contract, including briefing stakeholders, support the Dstl team in terms of the provision of technical information to meet their requirements.

There is a requirement for a Subject Matter Expert (SME) in field of suitable experience in Lasers to support the Laser Directed Energy Weapons (LDEW) Programme. This is an emerging technology area with Dstl, so there limited expertise within the Group.

A CTW is deemed appropriate, as there is a risk that this programme may be discontinued or reduced in scope if not assessed as viable.

ESSENTIAL EXPERIENCE:

- Working with large industrial organizations including managing large contracts
- An understanding of System Engineering
- Awareness of weapon systems integration,
- Awareness of High Power Laser systems
- Chartership

DESIRABLE EXPERIENCE:

- Relevant experience of working with large contracts
- Awareness of requirements for weapon development, testing and characterization
- Awareness of weapon system integration
- Awareness and experience of Laser based weapon systems or high power lasers
- Commercial awareness within a governmental context
- Ability to brief senior military audiences with limited technical experience
- Risk management
