JUNIOR BUSINESS ANALYST

THE ROLE

To provide professional business analysis skills in support of business change and service transformation within and across the public and voluntary sector services.

To undertake feasibility studies which investigate the impact of business problems, identify options and in collaboration with appropriate specialists, consider the viability and associated risks of the possible solutions from legal, organisational, technical, and economic perspectives.

DUTIES

- To analyse business requirements and service processes at a high level in order to justify the commitment of resources to a project through the development of a business case which sets out options and recommends a preferred solution, in line with the standard process for project approval.
- To identify, source, capture and analyse national and international best practice, policy, evidence and data and to articulate clear, reasoned conclusions and recommendations.
- To analyse and document existing business processes and use of staffing, ICT, accommodation and equipment resources at a detailed level, in order to identify good working practices, to challenge inefficient processes and control weaknesses, and to identify opportunities for improvement and threats to the successful implementation of business change.
- To analyse and document benefits expected from, and risks associated with, a proposed solution, and to collaborate with appropriate specialists to carry out investment planning, financial modelling and sensitivity analysis to support the development of cost benefit analysis and outline implementation plans, and to ensure that proposals support any established customer insight.
- To design, where appropriate, new business processes and service delivery mechanisms, in order to inform the analysis of functional requirements for the proposed change.
- In collaboration with appropriate specialists, to capture and recommend detailed functional and non-functional requirements for the proposed change which specify business functions, processes, transactions and interfaces, organisational structures and job roles, management information and logical data requirements, systems constraints and information security requirements, and target levels of service and performance.
- To gather, analyse and interpret a variety of data to generate models, maps and option scenarios which enable customer needs to be matched to potential solutions.
- To develop logical data models which identify entities and their relationships, in order to inform the analysis of data requirements for the proposed change.
- From a non-technical perspective, to specify requirements for the acquisition of ICT systems and to participate in the selection of software and other ICT solutions.
- To design and manage tests of re-engineered and new business processes to ensure they will deliver expected benefits, and to provide appropriate support to user acceptance testing of processes and associated deliverables.
- To identify, and escalate as appropriate, relevant risks, issues.
- To apply and use standard business process management tools and methodologies, and to ensure that defined quality standards are maintained at all times.
- To undertake all duties of the post in accordance with the client's policies and procedures, eg Equal Opportunities Policy.

ESSENTIAL REQUIREMENT

- Stakeholder management and process improvement
- 4 years experience of business analysis including: process analysis and re-design, implementing new processes and supporting the business transition and associated culture change
- Experience of working in local government environment
- Skills in stakeholder management, workshop facilitation, business process management, requirements management, supporting project planning.
- Proficient in the use of software tools for process mapping.
- Adaptable and flexible with strong communication skills for influence and challenge, as appropriate.
- Self-starter able to work on their own initiative and adapt quickly to deliver planned outcomes.

PREFERRED:

- PRINCE2 trained or experience of working on projects managed using PRINCE2
- Experience in service improvement of Adult Learning services.
