JAVA Developer

Objective

The consultancy required by this statement of work will support the RSM O&M activities after finishing the roll-out of the Track Augmentation Service, the NIRIS Service and the service to Monitor and Assess connectivity and quality, which shall include:
* Development of archiving capability SW in-line with SHAPE/JFC BS IKM user requirements
* Update documentation maintenance
* Produce Request for Change
* Support in Functional Testing
* Support of SW accreditation (IT& V/CIAV) - RFC preparation
* Support Software release
* Support Software Training

The work will be carried at NCI Agency offices and laboratories in The Hague. This facility consists of all necessary development platforms, Servers, web Servers, etc to support the development.

Qualifications

The consultancy support for this work requires software engineers/analysts with the following qualifications:
1. University Degree in informatics, computer science or a closely related engineering field
2. A minimum of two years' experience in the implementation of information systems.
3. Java programming language (including object-oriented programming). This includes detailed knowledge of the J2SE 1.6, 1.7 and 1.8 platforms and its main packages. A Java Certified Programmer certificate received in the last 12 months is acceptable for this requirement.
4. Swing programming interface (including Java look & feel)
5. Design of Graphical User Interfaces in Java Swing including the building of Java thick-client applications
6. Knowledge on the JAVA multi-thread concepts
7. Application of frameworks and design patterns
8. Working knowledge of Oracle Solaris, Linux and Microsoft Windows platforms (sufficient to perform the programming tasks on that platform)
9. Practical experience in the following areas is desired
a. Software development based on the Java framework v7 and above.
b. Software development based on the Java JIDE GUI framework v2.5 and above.
c. Software development based on the Windows Power Shell or similar Scripting framework.
d. Working with software with a large codebase
e. Configuration Control to software releases/production
f. Using Integrated Development Environments and source code control tools
g. Working in a software development team
h. Writing technical documentation (requirements, design, architecture) as related to the software development project
10. Fluency in English since the work is conducted in English
