Java Architect for Mission at European Institutions in Belgium - Brusse

For one of the Directoires Générale within the EU Ordina is searching an experienced Java Architect.

As Java Architect you will be part of the IT unit providing high-quality IT services and information systems to all DG services. To achieve the specific mission at the DG and to accompany changes to the business environment, the Development and Operations Sector within the IT Implementation and IT Governance Unit provides a set of IT services that are spanning the application lifecycle. In particular, all the applications dealing with financial transactions, e.g. SFC2014, SFC2007, SysRegio are within the scope of the open position

The objective of this mission is to collaborate and provide assistance to all activities of the sector with a particular focus on:

•The production and update of Software architecture, Services architecture , and Security architecture for the systems concerned;
•Creation and maintenance of architecture models in UML into the tools used by DG;
•Selection of the best architecture solution by leading architectural proof of concepts aiming at developing reusable components and services;
•Define framework solutions / recommend usage of existing European Commission solutions for Role based access control, Application auditing, Application logging, Management of reference data services;
•Study of a common development framework to be shared among financial applications covering different programming periods with the aim of testing a possible convergence between financial systems;
•Development of specific modules when requested

All these activities require interactions with other IT teams (also in other DG's) as well as a strong participation in business and/or functional working groups, progress meetings and meetings with the stakeholders (IT and business).

Deliverables

Except for the normal time and means deliverables (weekly progress reports, and monthly timesheets), the main deliverables for the whole mission may encompass the following:

•Elaboration of architecture design documents (SAD) and artefacts (UML models);
•Implementation, integration and configuration of architectural proof of concepts;
•Implementation of specific/critical modules of the applications when required;
•Coaching of the development team on architectural issue;
•Reports (IT studies, requirement analysis specifications);
•Plans: project plans, strategic plans…;
•Meeting minutes, presentation to stakeholders / users;
•Regular and/or ad-hoc reporting on the work done.

Desired Skills and Experience

SPECIFIC EXPERTISE

•J2EE: Minimum 8 years;
•SOA: Minimum 4 years;
•Oracle: Minimum 8 years;

KNOWLEDGE AND SKILLS

•Overall knowledge in information systems matters;
•In depth knowledge of information systems design and architecture issues (SOA, ESB, WSDL, BEPL);
•In-depth knowledge of J2EE (EJB/Spring) development tools;
•Good knowledge of IT methodologies and frameworks (RUP, PM2, ITIL, CMMI …);
•Good knowledge of IT tools (Rational Team Concert, Aris, Enterprise Architect, MS Project …);
•Capability of working in an international/ multicultural environment;
•Strong capacity in writing and presenting studies;
•Self-starter with strong motivation and efficiency.
