An exciting opportunity has arisen for an IT VENDOR MANAGEMENT EXPERT/MANAGER.

Our client, a Major European Institution, is searching for a candidate to work in their IT Management Office division and to design, negotiate, establish, manage and administer contracts and vendor relationships for IT products and services in compliance with the relevant procedures, policies and following best practices.

TASKS IN DETAIL:

- Developing, in collaboration with and under the supervision of the Head of Unit, proposals for the evolution and continuous improvement of a comprehensive contract and vendor management framework following best practices for outsourcing and managing IT products and services;
- Proactively proposing new mechanisms, sourcing models and policies and applying best practices and standards to improve contract and vendor management related processes;
- Managing complex contracts and projects in an independent manner, consulting the Head of Unit for matters outside his/her scope of authority, including:
- Advising buyers of IT products and services in identifying and translating business needs into requirements, specifications, sourcing models and contract terms whilst ensuring compliance with internal norms and procedures and striving for the best value for money;
- Preparing or contributing to the preparation of contractual and tendering documents such as Requests for Proposals, Terms of Reference, Specifications, etc. for the procurement of products and services, based on defined templates and in line with the Bank's rules and guidelines on procurement;
- Liaising closely with the IT Project Management Office, the Procurement, Compliance, Legal and other services of the institution throughout the contract life cycle (pre-award, award and post-award phases) to ensure their timely intervention and delivery of required inputs;
- Applying efficient communication in managing good relationships with all internal and external stakeholders (contributors, buyers and vendors).

QUALIFICATIONS:

- University degree in IT, Business Administration, Economics, Law or similar relevant field;
- AT LEAST 3 YEARS OF RELEVANT PROFESSIONAL EXPERIENCE IN CONTRACT AND/OR VENDOR MANAGEMENT, IT SERVICES PROCUREMENT OR OUTSOURCING;
- Experience in working with multicultural and international teams;
- Very good understanding of trends and developments within the IT sourcing market as well as of both traditional and innovative service delivery models (SaaS, cloud, etc.);
- Sound knowledge of contract negotiation, procurement techniques and best practices;
- Understanding of purchasing and contract law, especially EU public procurement regulations and practices relevant to EU institutions.

OTHER KEY QUALIFICATIONS INCLUDE:

- Understanding of administrative procedures related to the management of service contracts and calls for tenders in public institutions;
- Strong project and process management skills, with the ability to handle multiple contracts, projects and a wide range of tasks;
- Very good knowledge of Microsoft Office tools;
- Fluent in English. Ideally candidates should also possess French skills or must be willing to learn French.

The position is offered as a long term employment contract (CDD).

Start date: December/January/February.
