IT Technical Specialist

Background

Our Central Government client is looking to take on an IT Technical Specialist to work a 6 month contract based in Warrington.

Main Duties/Responsibilities

The Technical Specialist will be accountable for leading the specification, procurement, service design, architecture and SME engagement, and the transition for Government Gateway. Identifying optimum sourcing approach that meets the strategic ambitions of the programme measured against value for money, service quality, and future flexibility. The candidate should have an in-depth up-to date view of the current market place and supplier landscape and the ability to translate and overlay market opportunity into solutions that meet the Department and Cross Government business & IT strategy.

In essence the role will be responsible for:
*developing the interlock with other IT Transformation Programme work streams and programme strands
*supporting and providing the Programme and Strand Lead with thought leadership and market in-sight within Gateway solutions
*producing collateral for workshops, Executive updates & forums
*leading and facilitating design workshops
*working in conjunction with Commercial Directorate to develop Commercial Strategies
*working in conjunction with Finance, performing economic and financial based options analysis
*modelling the financial impact of various options against the existing Service Framework and developing the Strand/Programme business case and performing price point analysis in an IT context
*translating Gateway related business requirements into suitable business outcomes, developing innovative options that meet the ambitions of the programme
*providing knowledge transfer to other members of the Programme

Skills/Experience Required

It is essential that the candidate can demonstrate a successful track record:
*working in a Architecture Delivery role
*defining services and solutions similar to the scope of the Gateway Strand (Identity Assurance, Secure Data Transfer, Employee Authentication, Transaction processing, Web services)
*developing sound commercial and financial solutions to complex IT technical and service issues
*leading delivery of a formal procurement exercise for IT service contract essential
*providing insight to and influencing senior stakeholders
*working within a team environment, with a mixtures of internal and external resources
*experience of managing suppliers within a formal procurement exercise
*excellent understanding of financial and commercial modelling and ability to contribute and lead economic & financial options analysis
*excellent negotiation & Interpersonal skills
*sound knowledge of the external hosting market place relevant to Gateway and what's appropriate to the Department and Government.
