IT SERVICES PORTFOLIO MANAGER

This TEMPORARY, FULL-TIME position, of up to 2 years, is an excellent leadership opportunity for a certified Project, Program and/or Portfolio Manager with knowledge of IT solutions planning, design and implementation, and systems development methodologies.

As INFORMATION TECHNOLOGY SERVICES PORTFOLIO MANAGER, you will run the Information Technology Services (ITS) Project Management Office (PMO), including services, methodology, resource deployment, and key performance indicators and reporting, as well as provide related expertise to other ITS staff and clients.

To assume the role of Information Technology Services Portfolio Manager, you will have the following profile:

- Comprehensive knowledge of enterprise project and portfolio management, planning, design and implementation of IT solutions, systems development methodologies, short- and long-range strategic and action planning, financial analysis and accounting, and negotiation techniques, normally acquired through a bachelor's degree in Computer Science or Business Administration, plus experience managing an IT PMO and supervising senior technical staff and project managers.
- Certification or professional designation in Project, Program and/or Portfolio Management.
- Experience in business and IT strategy creation, enterprise architecture, business process modelling, and performance based on customer satisfaction.
- Experience managing projects in a diverse environment, with the ability to execute program and portfolio management, and manage complex, business-led concurrent IT projects.
- Ability to create and implement standard project management methodologies, develop programs, and manage portfolios, including key performance metrics programs, customer satisfaction programs, and resource deployment standards and processes. 
- Knowledge of IT and its application to business issues, as well as current technologies and trends relevant to PMO management and PM methodologies.
- Knowledge of relevant public sector standards and approaches, and the political and legislative process.
- Analytical and problem-solving skills in order to plan, organize and execute projects, including administrative, technical, operational and financial components to achieve objectives and targets. 
- Ability to identify, assess and manage project risks and find workable solutions, with proven ability and skill in business analysis, requirements definition, and business case production.
- Ability to deliver outcomes, and identify and overcome obstacles to meet or exceed client expectations.  
- Leadership, negotiation, communication and human relations skills in order to manage, motivate, counsel and support supervised staff in achieving objectives, communicate with stakeholders and manage client relations at all levels of the organization, direct, coordinate and negotiate project requirements with consultants, influence and lead others through change, and participate as an effective team member.
- Ability to travel to various locations within and outside the Region.
- Ability to support and project values compatible with the organization.
