Background

Our Central Government client is looking to take on an IT Service Design Lead to work a 4 month contract based in Warrington.

The IT Transformation Programme (ITTP) comprises the set of activities required to prepare for and re-compete the department's IT Services contracts. It is required to ensure the IT Services are maintained and where appropriate amended and improved, before the relevant current contracts expire. The aim of ITTP is achieve best business value for the department and Government.

Main Duties/Responsibilities

*Drawing on the department's IT Strategy and Business Strategy, defines the relationships between business requirements (or business services) and IT services contracts and captures this information in a Services Framework.
*Coordinates the development of consistent Service Descriptions.
*Works with the Architecture team to ensure that Architectural Strategy is reflected in the Services Framework.
*Defines Service Roadmaps that reflect the Architectural Roadmaps.
*Responsible for the overall coordination and definition of Service Designs for new or improved services and processes across the existing Tower contracts (and their future replacement contracts).
*Ensuring that Services are integrated across multiple vendors to provide seamless services to the end user.
*Provides blueprints for lower level process design.
*Ensures that new Service Designs are produced (or existing Service Designs are amended) to meet the agreed current and future IT requirements of the organisation.
*Ensures that Service Designs are produced (or existing Service Designs are amended) to satisfy the non-functional requirements to ensure continuity of services, achievement of service levels, and conformance to standards and regulations.
*All Service Design activities must take into account the future IT landscape where existing tower contracts are potentially broken down into multiple smaller contracts provided by a greater number of suppliers that may include cloud providers.

Outputs/Deliverables to be achieved

The Service Design Lead will be responsible for the development of the following deliverables throughout the process:
*Services Framework design principles
*Services Framework
*Service Descriptions
*Service Roadmaps
*Overall coordination and definition of Service Designs for new or improved services and processes
*Blueprints for lower level process design.

The Service Design Lead will contribute to the development of the following deliverables throughout the process:
*Risk, Action, Issue, and Decision Management
*Progress Reports and Executive updates
*Stakeholder presentations

Skills/Experience Required

Whilst current relevant experiences are extremely important it is also important that staff do not have recent associations with one of the potential suppliers. Contracting staff will be required to complete confidentiality and conflict of interest declarations. In the event that a conflict is identified that is not manageable and has a detrimental impact on service delivery, the Department reserves the right to terminate the Contractor engagement.

Specialist skills from at least one of the following "tower" technologies:
*Service Integration and Management ( Multi sourcing Service Integration)
*Hosting

It is essential that the candidate can demonstrate a successful track record in:
*Defining the relationships between business requirements (or business services) and IT services contracts in an environment similar in scope and complexity to the department to produce a framework of services.
*Producing a framework of services that aligns with an IT Architecture strategy.
*Defining Service Roadmaps that reflect IT Architectural Roadmaps.
*Designing new Services (or amending existing Service Designs) to meet the agreed current and future IT requirements of the organisation.
*Defining and designing Services that must be integrated across multiple vendors to provide seamless services to the end user.
*Incorporating non-functional requirements into the design of services to ensure continuity of services, achievement of service levels, and conformance to standards and regulations.
*Excellent negotiation and interpersonal skills
*Providing insight to and influencing senior stakeholders
*Working within a team environment with a mixture of internal and external resources
