IT Security Strand Lead

Our Central Government Client is currently looking for an IT Security Strand Lead to work on a large complex programme. This contract will initially be until the beginning of December 2013 and is an immediate requirement. The post will be based in Warrington with some occasional travel required.
This Programme of work comprises the set of activities required to prepare for and re-compete the departments IT Services contracts. The successful candidate will have experience running security services in an IT environment. Commercial experience would be an advantage.

Main Duties/Responsibilities
The Security Strand Lead will be accountable for leading and motivating the team and accountable for the development of the optimum sourcing approach that meets the strategic ambitions of the programme measured against value for money, service quality, and future flexibility.
The candidate should have an in-depth up-to date view of the current Security market place (including tooling & policy) and supplier landscape and the ability to translate and overlay market opportunity into solutions that meet the departments business & IT strategy.
In essence the role will be responsible for:
*Developing the interlock with other security work streams and wider programme strands
*Supporting and providing the SRO/Programme Director with thought leadership and market in-sight within security solutions, tooling and policy
*Producing collateral for workshops, Executive updates & forums
*Leading and facilitating design workshops
*Working in conjunction with Commercial Directorate to develop Commercial Strategies
*Working in conjunction with Finance, performing economic and financial based options analysis
*Modelling the financial impact of various options against the existing Service Framework and developing the Strand/Programme business case and performing price point analysis in an IT context
*Translating security related business requirements into suitable business outcomes, developing innovative options that meet the ambitions of the programme
*Providing knowledge transfer to other members of the Programme.Collaborating, where necessary, with senior colleagues

Skills/Experience Required
We are looking for someone with a wealth of experience working in complex IT environments.
Specialist within the area of the following:
*Security Monitoring & Tooling
*Security Audit & Compliance
It is essential that the candidate can demonstrate a successful track record:
*Working in a Senior Programme Delivery role
*Defining services and solutions similar to the scope of the Security Strand
*Developing sound commercial and financial solutions to complex IT technical and service issues
*Leading delivery of a formal procurement exercise for IT service contract essential
*Providing insight to and influencing senior stakeholders
*Working within a team environment, with a mixtures of internal and external resources
*Experience of managing suppliers within a formal procurement exercise
*Excellent understanding of financial and commercial modelling and ability to contribute and lead economic & financial options analysis
*Excellent negotiation & Interpersonal skills
*Sound knowledge of the external security market place and what's appropriate to the Department
