IT, Budgets and Compliance Manager

JOB RESPONSIBILITIES:

- The Manager of Budgets and Compliance's primary responsibilities are focused in five distinctly different areas:
- Assisting the Chief Technology Officer (CTO) and the Chief Information Officer (CIO) in developing and managing the Information Technology (IT) budget;
- Managing the technology-based fixed assets;
- Providing oversight and assistance in updating IT related policies and procedures;
- Ensuring that the information technology function is in compliance with internal policies and procedures;
- Staying abreast of new technologies/tools that will improve the efficiency and management of the department's budget.
- Maintaining contact with various vendors to ensure that there is a full understanding of licensing requirements including any up-to-date changes as well as serving as an internal resource on matters pertaining to licensing agreements. In addition, the Manager, Budgets and Compliance is responsible for organizing, implementing and overseeing the annual budgeting process for the entire IT department. She/he also prepares other analyses of financial data including historical comparisons and projections of year-end results, as assigned. She/he prepares, on a designated time basis, budget variance reports for review by the CTO and the CIO, and follows-up with project managers and other managers to ascertain the explanation and/or causes for variances.

JOB QUALIFICATIONS:

- Bachelors' degree in information and technology, finance, or business administration with a concentration in information and technology, finance, computer science or equivalent relevant experience; certifications or coursework in business administration, project management, information technology, and network administration is a plus
- Minimum five (5) years of experience designing and managing budgets of at least $15M, consisting of both technical and non-technical areas with solid knowledge of financial concepts and budgeting within an IT department
- Experience in technical contracting process, purchasing, and invoice processing
- Proficiency with preparing and manipulating spreadsheets and the use of a variety of financial software, e, g. Great Plains, Sage Fund Accounting, for budget management
- Demonstrated expertise in overseeing IT asset management and licensing including the acquisition, retention and maintenance of hardware
- Demonstrated experience managing and interfacing with external vendors and reviewing
- and assessing contracts to obtain the most cost effective terms
- Experience working closely with licensing agreements including auditing usage of licenses in order to measure compliance
- Demonstrated experience in supervising and directing the work of other staff including IT and staff members from other departments through coaching, developing, and mentoring as well as conducting performance reviews on direct reports
- Proven written/verbal communication and interpersonal skills needed to work with both colleagues and external vendors, via telephone or in person
- Demonstrated experience working collaboratively with cross-functional teams with overlapping project on tight deadlines
- Proficiency with preparing and manipulating spreadsheets including the use of a variety of financial software, e, g. Great Plains, Sage Fund Accounting, and others
