To act as the principal advisor to our client providing strategic and policy advice, in respect of Waste Management.
The role will be responsible for the overall performance of the domestic waste contract and contractor. It will include taking lead responsibility for the contract management role of the collection service.
The role will also include leading and developing the citywide recycling strategy for employees of our client.
To lead our clients contribution to the national / international technical debate on waste and to interpret and evaluate new legalisation, policy initiatives and procedures, translating into operational practice where required. To build Manchester's profile nationally with Government and other agencies.
To work closely with Strategic Area Managers and Locality Managers to transfer knowledge and area responsibility for achieving specific targets.
Key Accountabilities:
To develop & lead the delivery of the Waste & Recycling Strategy at city level.
To motivate and develop the knowledge of waste and recycling with both the NDT teams and the JV Partner.
Accountable for leading with vision and strong management direction, supporting and motivating the development of Waste and Recycling competency across the Neighbourhood Delivery Teams.
Develop and implement Waste and Recycling Policies and Strategies to deliver the aims of our clients in line with the Community Strategy and other key corporate objectives.
Ensure that employees and resources are deployed effectively and that the team is focused on the achievement of citywide policies as well as agreed neighbourhood services objectives.
Actively manage and monitor contract performance of waste and recycling collection services in accordance with the contractual performance mechanism, reporting to the Joint Waste Board to highlight areas for development, performance issues and concerns.
To manage, develop and implement annual service improvement projects to mitigate the risk of rising residual waste to reflect prevailing policies, legislation and best practice.
Develop and maintain effective working relationships with residents groups, key stakeholders and elected members with regard to neighbourhood focussed service delivery.
The skills/experience required include:-
-leadership/vision/presence - to get staff, members and residents behind the transformation
-recycling, waste minimisation and community engagement (ed,enc,enf) experience
-organisational design (including new staff structure and main processes.....systems thinking)
-data capture, analysis and presentation of performance reports.....systems thinking
-contract management experience (for collection/cleansing and disposal contracts)
-project management
