An exclusive and exciting contract opportunity!

Steria are looking for strong Procurement Managers to work for one of Steria's largest Public sector Clients, for an initial 3 months, based in Manchester or London (with travel to the other Client site).

To lead complex individual and collaborative procurement projects on behalf of Steria's Public Sector/Healthcare Client - mostly health and social care services.

The Procurement Manager will undertake market analysis, stimulate the market, carry out development of appropriate strategies (with senior support) followed by the project management of the actual procurement process, to maximise value and secure required outcomes for our Client.

Role & Responsibilities:

- Working knowledge of the application of EU procurement directives as appropriate in their application to the procurement of health and social care public services.
- Experience of the full end to end procurement cycle in the delivery of services to the customer.
- Understanding of the principles of contract law as applicable to support health and social care commissioning and the development of key commercial elements of a contract to facilitate robust performance management to achieve commissioner outcomes.
- Experienced ability to plan and manage meetings including setting agendas, agreeing objectives, chairing toward consensus, agreeing actions, drafting minutes and following through with action plans.
- Ability to translate service specifications and knowledge of the health and social care market, into robust, defensible procurement evaluation methodologies to meet customer requirements.
- Understanding of the principles of effective project management and experience in developing and delivering against project plans.
- To ensure that procurement processes and evaluation methodologies take full account of the risks of challenge and how these can be mitigated.
- To ensure timely, accurate and effective engagement with potential bidders through electronic procurement systems
- Business IT skills are essential - report writing, presentation creation and delivery, complex data analysis and financial modelling.
- Excellent presentation skills and standards in all forms of communication - interpersonal, Powerpoint, correspondence, report writing, briefings, etc.
- Proficiency with Microsoft office suite including specifically Word, Excel, Powerpoint and Outlook.

Desirable Skills:

- Chartered Institute of Purchasing and Supply (CIPS) accreditation or comparable experience.

Knowledge and experience of Public sector or Local Authority commissioning landscape & how procurement can best be used to support them.

Detailed understanding of contracts and service mobilisation.

Ability to pitch for and secure new opportunities in support of our growth plans for the procurement business.
