An exciting opportunity has arisen to join a high profile client, working in Plymouth. The HR director will provide the senior HR case management capability working with exceptionally challenging or sensitive personnel issues. They will also lead the HR function into a period of exceptional challenge, providing shape and drive leading to radical change of HR working practices, capability and value for money.

Main Tasks

- Be The Lead negotiator for changes to workforce Terms & Conditions and Council policies
- Expert advisor to senior personnel members on HR matters
- Case management/advisor of exceptionally challenging or sensitive individual personnel issues
- Lead HR organisation into transformational change
- Deliver the first phase of change to the HR organisation with the following outcomes:
- Shaped to focus differentially on both Strategic and Transactional work
- Customer driven, customer focused and solution oriented HR capability
- Performance driven and engaging/transparent with customers
- Reduced burden of HR practices and policies on customers inside the organisation (50% reduction in time impact)
- Simplification of key HR processes - Acquisition, Development and Exit
- Alignment and preparation for moving to a Shared HR Services model

- Local Government agreements, terms & conditions, policies
- Best practice policy implementation from private and public sectors
- Best practice workforce planning
- Job Family design
- Transactional HR Service function design and roles including Shared Services implementations
- Strategic HR Service function design and roles

Experience, knowledge and skills

- Experience of leading multiple HR functions in both the public and private sectors through radical re-purposing and associated capability changes (processes, policies, roles, structures)
- Experience of cost reduction and burden reduction work within HR functions
- Experience of bringing together HR functions from unlike organisations into shared services arrangements
- Experience of advising elected members (politicians) on HR matters
- Experience of devising negotiation strategies and leading negotiations with Trades Unions at Local, Regional and National levels
- Understanding of ERP systems and their implementation of HR processes, business rules and information flows
