INTERIM HEAD OF TRANSFORMATION DELIVERY

Initial 3 month contract

£550 - £600 per day (LTD)

Location: County Hall, Chelmsford

Full-time: 5 days per week

At Essex County Council we have an outstanding track record in delivering organisational transformation. Over the last three years we have delivered over £300m of savings whilst working hard to improve services to our customers. We are now embarking upon our second phase of transformation - which will see us complete our journey to becoming a commissioning-led, outcomes based organisation - whilst delivering a 3 year programme of cross-cutting, innovative projects.

We are now looking for an Interim Head of Transformation Delivery to work within our well established Transformation Support Unit to shape, lead and deliver portfolios of projects - often working in close partnership with other organisations (such as the NHS) to deliver whole system change. This is an exciting and unique opportunity to deliver the shape of a new commissioning led organisation.

THE ROLE

The post holder will be required to operate at senior officer level, regularly engaging with and providing challenge to members of our Corporate Management Board and Political Leadership Team. The post holder will be an exceptionally strong and self-motivated individual with the ability to "own" their portfolio and overcome obstacles through a variety of advanced technical and interpersonal skills.

Transformation Portfolio Leads will need to be exemplars at managing complex programmes of work, ensuring project risks and opportunities are identified, stakeholders managed, external contractors engaged and managed, and most critically - financial and non-financial benefits delivered. They must have a deep understanding of their own portfolio, the flexibility to adapt to changing demands, and the strategic and systematic overview of how their portfolio fits with the Council's wider Transformation 2 agenda.

They will be passionate and relentless in their delivery of complex streams of work that move the organisation closer towards its goal of becoming an outcomes-based, commissioning-led organisation.

JOB PURPOSE SUMMARY

As a member of the Senior Leadership Team for Transformation this role will contribute to the leadership and management of the function and to the wider organisation. Reporting to the Director for Transformation you will be responsible for delivering a portfolio of transformational projects that contribute to a £200m savings target.

You will need to be proactive and innovative to enable the organisation to define itself as an outcome based commissioning authority that continuously seeks to improve performance whilst delivering on its savings target.

KNOWLEDGE, SKILLS AND EXPERIENCE

- Relevant professional or academic qualification (Degree and or Professional Qualification) or equivalent by experience.
- Experience operating at a senior level in a large and politically complex organisation
- Experience of successfully delivering a large and complex portfolio of transformational projects in an organisation of similar scale and complexity, focused on both cost reduction and improvements to customer satisfaction.
- Significant Senior Management experience of working in a large complex public or private sector organisation at a competent level.
- Exceptional interpersonal skills, and the ability to build personal credibility quickly with a variety of stakeholders.
- Outstanding leadership skills, including the ability to identify, own and overcome complex obstacles to the delivery of projects.
- Ability to develop a compelling vision and inspire a wide range of stakeholders.
