This exciting change programme is expected to take up to 12 months. You will be working closely with the project and senior management team to lead and embed change in Corporate ICT as part of a broader programme in our Corporate Services Directorate and develop a new ICT Strategy and Target Operating Model.

You will initially report to the Executive Director of Corporate Services, and subsequently to the Head of ICT, planning and then leading phase one of change implementation across the Directorate. Your role will extend across our sites near Warrington and Oxford and in Edinburgh and Swindon.

KEY RESPONSIBILITIES:

- Working in close collaboration with our team, in particular in partnership with the Head of Corporate ICT:-
- As a member of the CSD senior management team, take accountability for our Corporate ICT change programme, its risk management and its budget allocation.
- Input to the business case for improvement and effectiveness and subsequently lead the phase one implementation of resulting changes within a best practice ICT service management framework.
- Initiate and lead the further development of a new ICT strategy and ensure alignment with STFC's strategy, culture and integrated business plan.
- Take the lead in the design of the future ICT Target Operating Model and support the Head of ICT in its embedding and the initiation of new structure, culture and ways of working (including promoting synergies across the Directorate). Take a leading role in planning the future professionalisation of our talent.
- Develop best practice interfaces with users and stakeholders, in terms of ICT service management, the integration of technology and continuous improvement.
- Be an inspiring, energetic and committed leader and team player at this important stage in our organisation's development.

QUALIFICATIONS AND SKILLS:

- The successful candidate will be an ICT Service Management subject matter expert with proven experience in the delivery of ICT transformation programmes. You will have hands-on best practice experience and a track record of success within major ICT change management projects.
- An ICT Strategy and operational delivery background and programme/project management experience and qualifications are essential. Qualifications relating to change management would be a significant advantage. Knowledge and experience of use of ICT Service Management (eg ITIL v3, LeanIT, Cobit) and the optimisation of ICT Service helpdesks would be expected.

CANDIDATES MUST HAVE:

- Excellent leadership, collaboration and team working ability and experience at board or senior management level in a number of organisations.
- First class communication, relationship building and influencing skills.
- Dynamism and a high degree of resilience.
- Ability to operate at strategic level and to demonstrate strategic vision.
- Experience at senior level of driving successful ICT change, with strong planning and organising skills.
- Decisive, accountable and delivery focused, with exceptional problem-solving ability.
- Sound experience of ICT service management including the successful design and implementation of the processes, structures, roles and technologies required to deliver an ICT Change programme of work.
- Sound financial skills to enable management of the change budget.
