Impact Assessment (Tax) Lead officer - 8 week contract - Public Sector - Edinburgh

My client is seeking an experienced social researcher with financial awareness and/or economist with experience in business regulatory practices and processes.
The candidate will work as part of the impact assessment workstream and will be required to undertake an equality impact assessment (EQIA) and a business and regulatory impact assessment (BRIA) of proposed and developing client processes.

The programme aims to create the administrative capacity required to start collecting certain taxes.

Description of Role:
*Consider the impact assessments carried out for various tax acts
*Understand current and proposed tax processes, including getting to grips with current and proposed legislation
*Establish relevant evidence base for the two taxes and the related tax processes (demographics, taxpayer base, current processes and their impacts on equalities and human rights)
*Work closely with the workstream lead on the EQIA/BRIA being developed
*Work closely with the project leads within the relevant stakeholders and programme suppliers
*Scope out any gaps in the evidence relevant to the two taxes and associated operational processes and propose actions to fill the gaps; negotiate and deliver on actions to fill gaps.
*Propose modifications based on the evidence, where this is appropriate
*Write up the evidence and analysis, stakeholder work, proposed modifications and assessed impacts to a publishable standard, by the end of the 8 week contract.

Essential Skills, Competencies, Experience and Relevant Qualifications:
*Qualification at graduate or postgraduate level in social research and/or economic analysis
*High level of written and spoken communications skills and comprehension skills
*Written and spoken English to a very high standard eg, proven 5 years at C2 level under the Common European Framework of Reference for Languages
*High level of numeracy and experience of working on financial issues
*Experience of working in or on operational policy
*Experience within Government sectors
*Experience of the standard suite of IT packages

Desirable Skills
*Tax experience
*Impact assessment experience

Candidates require a basic disclosure Scotland.

Occasional travel may also be required across offices in Scotland.
