Projektbeschreibung

Working in conjunction with the Chief Executive and the Head of Corporate Services to undertake the following tasks ensuring alignment with the Mission, Vision and Values of NPH:

- To formulate and consult upon a recognition agreement for the trade unions
- To devise, draw up and consult upon a draft framework for consultation with the trade unions.
- To review and produce a report that creates a schedule of all HR Policies, confirming which need re-branding and weaving with NPH values and which need whole scale review. The report to incorporate timescales, priorities and resource implications/requirements. An agreed programme of polices to be developed will be subsequently agreed.
- Prepare an options paper on recruitment and selection for the implementation of structures as new structures are a priority. This to include the preparation of a draft protocol for the filling of vacant posts which can be followed by managers in particular in order to ensure that NPH meets its obligations under employment law.
- Develop a Management Competency framework and appraisal process, together with developing a management competency training proposal.
- To attend, as and when required, meetings both internal and external to NPH in particular:
- The HR Committee of the Board
- The NPH Board
- The NPH Trade Unions JCC
- The Employee Focus Group.
- To undertake such other projects or duties which are required.

DURATION

This position is initially for 2 - 3 months but may be extended further.

- Wholescale review of all existing HR polices to determine whether light-touch NPH branding required or full review
- Completion of light-touch NPH branding of HR Policies
- Prepare report detailing recommendations for whole-scale review inclusive of legislative, physical and financial resource implications and timescales
- Draft process (inclusive of guidelines) for review cycle of HR Policies together with governance arrangements based on industry best practice
- Review and update Code of Conduct Policy

NPH Consultation

- Draft organisation wide consultation framework
- Undertake full consultation on draft framework with Employees, Trade Unions, EMT and Board
- Establish timetable for JCC meetings together with Terms of Reference through consultation. Determine membership of meeting and links (where applicable) to NBC consultation framework
- Prepare recommendation paper on Trade Union facility time allocation

- Review and update staff appraisal scheme and align to NPH Mission Vision and Values and Competency framework
- Develop a management competency training proposal

- Hold initial discussions with CEX and service leads to identify key principles for a NPH specific strategy
