Projektbeschreibung

HRIS/HR Business Analyst/Architect needed to complete the analysis for of a new Emergency Deployment Platform for part of the United Nations.

This UN organisation maintains different staffing deployment schemes, both internal and external, for emergency deployments to its emergency field operations, which are managed centrally. These deployments are key for the organisations emergency response and a vital part of the initial phase of an emergency.

The organisation currently manages these deployments through a range of flat tables (mainly Excel). The role is to lead the planning for a new Platform to replace the current tools in the deployments. The key areas of the requirement.

1. Facilitating the work of the deployment team in managing deployments more efficiently;

2. Support operations in keeping track of deployments and plan for transition with better visualization of deployments;

3. Support DESS to jointly produce analysis on deployments, building historical data to help project needs, and conduct analysis of gaps and trends;

4. Serve a filing system for personal documentation including passports, identity etc.;

5. Automate certain processes including sending out calls for candidates to external partners, vetting of potential candidates, issuance of worklists and streamline, communication among the various parties involved;

6. Serve as a tool for headquarters and operations to monitor deployments;

7. Links and or Integration with other tools (eg PeopleSoft ERP referred to as MSRP) to ensure compatibility with other processes used for HR management.

The consultant will have dual reporting lines. The consultant will report directly to the Project

Coordinator (Emergency Partnerships and Deployments Officer, DESS), who will closely coordinate with the Chief of the Emergency Preparedness Section. The consultant will also liaise with the UN Digital Services (DIST) team to ensure work product is aligned with the technical approaches for any solution or application.

The overall aim of these TOR is to arrive at a decision on a technical solution from which the system specifications (functional, technical, non-functional) can eventually be developed.

B. Services to be provided

The responsibilities of the consultant shall include:

- To become familiarized with tools used for emergency deployments including MSRP
- Facilitate meetings and joint reviews with subject matter experts, relevant DIST ICT colleagues, end-users within the Emergency Preparedness Section and other stakeholders to gather information and elicit/validate requirements, etc.
- Familiarize with existing tools already developed by sister agencies or partners and facilitate meetings/demonstrations of their tools with relevant stakeholders
- Familiarize with SharePoint development approach and technical environment, as well as other possible viable options in use at or available in the market
- Conduct a fit-gap analysis identifying how well prioritized/viable options fit with

C. Deliverables

The Business Analyst/Architect is expected to deliver the following:

a) Produce a detailed work plan describing the approach for review/sign-off by the Project

Coordinator, in coordination with the DIST Digital Team.

b) Produce a validated Business Requirement Document (BRD), including, among other things:

-as-is and to-be business processes/workflows (focusing on the to-be ) requirements of the platform (functional, non-functional, technical*)
- access controls
- user management
- use-cases/stories
- sample mockups
- integrations
- data management/ERDs/data flows

c) Develop a fit-gap report comparing the business requirements to prioritized/viable options as identified with the stakeholders

d) Develop the documentation using standard MS Office applications and based on standard templates provided by the Digital Team in DIST (all source files are to be provided as well).

e) Organize a meeting to present the final report and recommendations for the DESS

Profile

- Ten years of relevant experience in business analysis/defining requirements for related solutions (MS SharePoint, browser-based and ideally in the field of emergency preparedness/management and experience in HR databases;
- Knowledge of the software development life cycle
- Knowledge of data structure and data relationships is an asset
- Experience with the UN system is an asset;
- Excellence in spoken and written English
- Strong communication, negotiation and meeting facilitation skills, especially the ability to engage non-technically-inclined stakeholders
- Experienced project manager capable of independent time management (ie setting up meetings with stakeholders, taking minutes, etc.)
- Experience with work in the international development and to a lesser degree humanitarian sector.
- Duration and location
- The assignment will be 50% on site and 50% offsite and will require some virtual or face to face meetings with partners. While offsite, the consultant is expected to have good access to the Internet and communication tools.
- There is a possibility to extend to complete the functional and technical specifications based on a number of factors including the preferred technical solution under consideration.
