HR Project Consultant
Performance Management Implementation
The NATO Communications and Information Agency (NCI Agency) has the mandate to implement one
Performance Management process and system across the Agency for circa 2800 employees comprising of both military and civilian staff. We are looking for a self motivated subject matter expert to join the team and head this project implementation as well as contribute to the overall implementation initiatives of the wider HR Strategy.
He/she will become part of a team responsible for outlining the future ambition and driving implementation of Agency's performance management, a functional area that is currently not centralised; but for which exists 6 different report or performance appraisal processes measuring different parameters.
He/she will be responsible from project initiation to implementation in close collaboration with different
stakeholders across the entire Agency internally and externally. In collaboration with a technical project manager, the HR Project Consultant will facilitate defining the project's scope, objectives and milestones.
He/she will do this by issue driven problem solving and seamless interaction with key stakeholders.

Responsibilities
HR project lead for the implementation and integration of the Agency wide Performance Management
process;
Perform process requirements and analysis workshops with stakeholders to define business, process,
functional requirements and data element requirements;
Consult and provide guidance with best process, project scheduling, resource availability for successful
implementations;
Manage project schedules, budget allocations, define statements of work, manage change control and
change requests;
Troubleshoot software and implementation issues; provide workaround and functional implementation
guidance;
Support customers in preparing and documenting, testing scenarios;
Identifies and proactively drives high quality project deliverables, dependencies, and critical path items -
proactively manages changes in project scope;
Controls project deliverables, scope
Creates and executes on all project documentation including definition of charter, project scope,
deliverables, schedules, and budgets ensuring alignment with business goals;
Supports the technical project manager who tracks schedules, cost estimates, resource plans, specification of verification and validation plans, communication plans, risk mitigation plans, and issue resolution plans
Setting up an internal and external stakeholder forum ensuring active participation throughout the project
Independently coaches, mentors, and motivates project teams to influence a positive, accountable, and collaborative approach;
Effectively communicates project expectations to all team members and stakeholders including business representatives, partners, customers, and consultants.

Education/Skills/Experience
Degree qualified in a Human Resources related subject together with strong command of the theoretical and practical aspects of strategy, business development, organization and performance improvement programs gained from within a Human Resources role preferably in an international or military organisation;
Rollout/implementation experience, dealing with both military and civilian staff related to performance
management processes;
A strategic mind set and a demonstrated ability to understand and analyse complex problems;
Able to facilitate and conclude strategic discussions, acting as a business partner for senior decision makers;
Insight into software tools/Oracle/SAP/ERP and experience working with and implementing

Performance
Management is an advantage;
Possess strong business judgment and has a particular talent for aligning and mobilising stakeholder
agendas and building senior level consensus on this project;
Extensive project management experience is desirable;
Strong written and oral communication skills at all levels in English.
