DESCRIPTION:

There is a transition programme to move from the shadow operation to organisational independence. HR activity is a key strand of the transition programme.

SUCCESS MEASURES WILL BE CLOSELY ASSOCIATED WITH THE TRANSITION PROGRAMME:

- Ensuring a smooth transfer of staff
- Ensuring that the key elements of the employment framework required by the British Business Bank is in place for go live with a clear plan of development during the first year of operations.
- Ensuring resource and succession plans are implemented to deliver business objectives.

An existing HR Business Partner in the Department for Business Innovation and Skills will over see this role.

The job holder will be ultimately be accountable for delivery to the British Business Bank's Chief Executive, with key relationships with the Chief Finance Officer and Transition Director.

Lead and direct the Human Resource team to deliver a comprehensive service to the organisation.

RESPONSIBILITIES INCLUDE:

Taking overall responsibility for recruitment activity and campaigns; collaborating with the business to fully understand its needs and objectives for both the current and future business challenges; measure employee satisfaction and identify areas that require improvement; maintaining the succession plan and talent pipeline; coaching managers on performance management issues and ensuring delivery of training requirements. Implementing new HR policies, procedures and processes; managing HR budgets and driving employee engagement.

KEY TASKS AND DELIVERABLES:

As a senior HR generalist, the HRBP will operate as a key member of the British Business Bank's Senior Management Team providing an independent view and objective challenge to people related plans and developments within the function. Specifically responsibilities of the role are to: o Provide HR insight and input into the development of business strategy, including responsibility for the delivery of HR Strategy, in line with operational business needs. The HR Business Partner will translate business goals into prioritised HR requirements and ensure the effective delivery of HR services throughout the function. o Support managers in enhancing business performance through improving the performance, capability and motivation of their people o Act as a catalyst for the development and implementation of professional people management policies, capabilities and practices o Undertake a significant change agent role, identifying and disseminating HR Best practice, providing HR professional leadership and support to the wider Senior Leadership Team for the business change programmes In the context of the transition programme the particular technical HR expertise that is required includes:

- The ability to manage a HR transition project as part of a broader programme.
- The implementation of specific activities as part of this project including:
- A resourcing plan
- A TUPE transfer
- Appropriate due diligence and consultation as part of this transfer.
- Appropriate consultation on and implementation of a number of measures associated with the transfer.
- The establishment of employment contracts for the British Business Bank.

The establishment of terms and conditions and key HR policies for the British Business Bank. As part of this, the establishment of a performance management framework for the British Business Bank.

EXPERIENCE REQUIRED ESSENTIAL:

- Operational HR experience in a relevant environment, understanding the sector in which the organisation operates and the market factors that impact performance, including customers, competitors, etc.;
- Provision of professional HR advice and assistance to line managers concerning resourcing and employment matters through up- to- date knowledge of employment law and HR best practice;
- Excellent verbal communication skills; ability to argue persuasively and influence others;
- Ability to handle difficult situations involving employee relationships and to solve problems in creative, practical ways;
- Knows how to design, develop and roll out change management programmes, and the factors that affect their success including understanding how cultures are created, how they evolve over time and how to intervene to shape them;
- Experience in executing a TUPE transfer including consultation on measures to be applied post transfer.
- Experience of creating new contracts of employment and putting in place new or updated terms and conditions and key HR policies such as performance management, discipline and grievance, etc..
- MCIPD or relevant business qualification and experience operating as a senior HR generalist Desirable o Experience of organisational set up
- Experience of implementing new pension and benefits provision
