Highly experienced HR professional experienced at operating at Director Level to manage business as usual and a transformation programme (including TUPE) at organisation level.

Experience in transformation and the ability to change at Director Level is a must for this role.

Professional qualification would be desirable but not as important as a validated record of successful delivery of HR changes in a relevant situation. Knowledge of public sector human resources would be desirable, but again not essential.

You will be required to Support the Executive Team to continue a comprehensive programme plan that is in place to transition the Highways Agency out of the Civil Service in April 2015. Support immediate line manager (currently the Finance Director, and moving to a newly appointed Executive Director of HR and OD from November 2014.

Key priorities are likely to be:

- Developing the approach to policy and reward to deliver an attractive employee proposition, including the smooth transfer of staff under TUPE and ongoing constructive relationships with the Trade Unions.
- Developing new processes to secure talent to facilitate growth, including a new recruitment system and process and graduate and apprentice recruitment.
- Business partnering and communicating to ensure workforce planning and change is well managed across the business

This is a key role for an experienced Human Resources professional operating at director level to support the Executive Team through the move of the Highways Agency (3500 staff) from a Civil Service Organisation into the public sector.

The role will work to the Human Resources Executive Director and will require the post holder to provide leadership in the areas of:

- HR business as usual decisions across the whole HR spectrum, managing a team of circa 60 staff (including interim staff supporting change) covering policy and operations (including employee relations and reward), leadership and capability (including technical trainers) and a business partnering team (with resourcing and casework).
- Managing and advising on the transition of the Highways Agency to the public sector including all aspects of TUPE/COSOP (expected April 2015) and the establishment of new HR services outside of the Civil Service.
- Transformation of the Highways Agency into a Strategic Highways Authority that is equipped as a higher performing organisation that is prepared for significant future in the strategic roads network.
- The post holder will be an effective, collaborative, people manager who is experienced in managing and guiding change in Human Resource matters.
- Predominately the work will be in Birmingham, but the post holder will be expected to work in, and could also work out of, London and Dorking.
