My client based in LONDON requires a HR BUSINESS PARTNER

Essential Experience:

- Must have recent strong change management,
- stakeholder management,
- TUPE,
- TULCRA,
- COSOP,
- Recent experience of managing and mobilising large-scale transfers in the public sector,
- employment law,
- relevant government policy,
- The individuals will require specialist knowledge of TUPE and COSOP and have had experience of mobilising and managing large scale TUPE transfers within the public sector,
- Induction: grow knowledge of organisation, business, programme, requirements,
- Gain credibility at lot' level: Management Lead, Senior HR Business Partner (SHRBP), Trade Unions,
- Develop joint mobilisation plan with new employer HR representative; execute it and monitor progress escalating issues where needed,
- Support the management lead to undertake TUPE consultation, following national policy lines,
- Support the local delivery of communication plan,
- Support the question and answer process owned by the programme,
- NOMS HR Lead on TUPE roadshows,
- Act as single point of contact for HRBPs, managers/staff on HR transfer issues for NOMS,
- Link in with national team and feedback emerging issue,
- Work closely with local HR to ensure accurate data exists of movements during mobilisation and staff in post at transfer,
- Work closely with Shared Services to ensure a smooth handover of information and transition to the new provider,
- Maintain clear audit trails and handover material to ensure all necessary information is archived at the end of the project, including a lessons learned report,
- Conduct lessons learned exercise at project close and produce report to inform future planning,
- Produce handover report and attend face-to-face meeting to handover all relevant knowledge, documentation at project close.

1. Lead the HR work-stream for the mobilisation of one or two lots';

2. Ensure the transfer is managed in line with relevant employment legislation, government policy and good HR practice;

3. Ensure key stakeholders are managed and receive regular briefings on progress of HR mobilisation;

4. Ensure HR risks are identified and the CDS Project and HRD are aware, mitigation plans put in place to manage them and to ensure appropriate escalation

Public sector, Prison environment, The competition for works and facilities management is part of the Competing Delivery of Services (CDS) Project

Main Duties and Responsibilities:

Providing HR insight and input into the development of business strategy, including responsibility for the delivery of HR strategy, in line with operational business needs;

Supporting managers in enhancing business performance through improving the performance, capability and motivation of its people;

Provide the HR expertise to projects; Identifying and own HR best practice on behalf of the business.
