This role will provide strategic leadership and management accountability for the transformation of transactional services through better use of technology, standardisation and simplification of processes. The role will be responsible for ensuring proper end user engagement with our customers in the design and delivery of a major service improvement programme and will be responsible for embedding manager self service solutions. Robust performance management skills and experience will be critical to the success of this role and service. This role is accountable for the delivery of significant efficiency savings as we. The Head of Transactional Services will be responsible for providing the following services; Payroll Recruitment and contracts, employee changes, Finance Operations Debt recovery. The job holder will report to the Director of People, Transformation and Performance and due the broad nature of the Directors role the Head of Service will be expected to operate in an autonomous manner.

The Head of Service will ensure that all transactional services are delivered in a cost effective manner to agreed standards and design principals of: Co-location of transactional teams over time. Fully integrated single transactional functions. Balance of services and teams across all sites. Convergence of processes and ways of working. Standardisation and simplification. Use of technology to drive out costs. The job holder will operate at a strategic level, and will lead the development of the new transactional function which brings together system and processes with new team functions, to ensure synergies and drive further efficiencies in the future, as technological advances allow. The post holder will lead the Transactional service functions and activities, including development of strategy, business planning activities, development of the Service Plan, and be responsible for the management of all recruitment and employee changes services, payrolls and financial operational transactional activities across all of partner organisations. The role will be responsible for its customer relationships, and engagement management including ongoing customer satisfaction ensuring that they design and develop and implement services in line with customer requirements. They will be responsible for the accurate production of recruitment and employee changes services, payrolls, reporting and analysis of accurate performance data and delivery of improvements required as a result of the data interpretation, in matters relating to payroll and finance transactions. The post will be expected to deputise for the Director as required and carryout any additional duties as requested by the Director which fall within the remit of the role.

Person Spec - Educated to a post graduate level or equivalent. Relevant professional qualification in either human resources, payroll or finance. Significant senior management experience of managing large and complex operational teams and budgets Prince 2, MSP or equivalent project management experience. Proven track record of delivering transformational change and significant service improvements through the use of technology and business process re-engineering Proven track record of managing high performing teams and services Experience of providing senior level operational advice in a large complex organisation with a breadth of experience in a broad range of financial and HR services activity. Extensive post qualification experience of advising Directors and senior managers and elected members in business issues, and can demonstrate the ability to develop innovative business solutions that meet the needs of the business, in practical application. Significant experience of providing sound business advice on complex HR and finance business issues including interpreting policies, procedures and legislation Knowledge and understanding of statutory process and monitoring requirements and how to deliver these. Extensive experience of transactional delivery in a unionised environment. Extensive experience and knowledge of working with ERP, Oracle and Agresso systems. Able to demonstrate excellent influencing, coaching, and facilitation skills and able to persuade others and to gain acceptance of proposals, plans and decisions. Ability to partner at Senior and political level across large and complex organisations. Excellent verbal and written communications along with strong interpersonal skills. Ability to establish personal credibility as a positive agent for change in the organisation. Experience of managing complex budgets and delivering challenging savings targets whilst maintaining or improving service performance. Experience of managing and delivering against robust performance management and improvement programmes.
