Head of Supplier & Contract Management- CIPS

Sand Resources has an exciting opportunity which has arisen within a central government client for a head of supplier and contract management, based in Central London.
The Head of Supplier and Contract Management will be responsible for the management and development of the current service and supply contract and the subsequent relationship management of key commercial components with in it, as well as the delivery of all other commercial outcomes required.
The Head of Supplier & Contract Management will be responsible for the Development and delivery of a clear strategy to support the delivery of the required services, including, the development of a detailed design and implementation plan including technical requirements and integration. The management of supplier and contract performance, related to the delivery of the required service while ensuring that performance management mechanisms and processes are in place. The management and integration of existing services, liaising with the relevant business owner as required, including transitional management of existing supplier agreements with developed de-commissioning plans where necessary. Giving support to the contract re-negotiation (and full external tender where required) and manage the Service Transition Plan for the required service, ensuring that changes are in accordance with its overall strategy and budget plans. Develop a structured supplier performance management mechanism, to include targeted sources of management information and management reporting for services related to the delivery of the required service. Providing input where necessary to the change control process to ensure all commercial risks are considered and evaluated, prior to the change being authorised and implemented.

Essential Experience
*Extensive contract management and programme delivery experience with ability to plan and deliver programmes of a complex and high risk nature to time and budget.
*Good commercial business acumen with experience of developing commercial terms and conditions, specifications and contracting for new services.
*Previous experience of overseeing supplier performance and relationship programmes to optimise supplier delivery to achieve best value.
*Strong ability to work effectively across teams to manage integration and release initiatives.
*Good budgetary management skills and ability to monitor the performance of multiple high value contracts.
*Previous experience of managing teams to deliver targeted objectives.
*An understanding of EU procurement regulations, preferably gained whist working within a public sector procurement environment.
*A sound working knowledge to the legal aspects of contract management.
*CIPS or other equivalent procurement qualification.

Desirable Criteria
*Professional qualification such as Business Degree, MBA.
*Experience of services management including mixed teams (contractors, consultants and civil servants).
*Good current knowledge and experience of strategic and political issues within the public sector and procurement arena.
*Security clearance to CTC or SC level.

Although this position is based with in Central London, The post-holder may be required to work away from the office (for short periods of time) and must therefore be prepared to travel within the UK.
