HEAD OF STRATEGY & POLICY - OPERATIONAL RESILIENCE + RETAIL BANKING

Outsource UK are looking to recruit a Head of Strategy and Risk Policy for a 6 - 9 month contract to work for a high profile Financial Services Client based in Swindon. Please note Financial Services experience is NOT essential for this role but roles in high operational risk environments such as Oil/Gas, Utilities or Financial Services is.

THE JOB:

To define and oversee the delivery of the overall strategy that will deliver a step-change in the operational resilience of the organisation. Initially this will involve working with a broad range of stakeholders from across the organisation to define and implement an approach to understand any operational gaps. The role will then evolve into being accountable for defining the overall strategy to address any gaps, gaining broad-based agreement on the strategy, and retaining an oversight role during the delivery of the strategy.

KEY ACCOUNTABILITIES

- Lead and develop an approach that allows a systematic and repeatable process to critically assess the operational resilience of the organisation's services against the agreed Board Risk Appetite.
- Define and lead the implementation of the organisation's Operational Resilience strategy that aligns with the overall Corporate Strategy and Board Risk Appetite through addressing any operational resilience gaps that are identified.
- Lead on the definition and refinement of the policies that manage the organisation's Operational Risk exposure, working with a broad range of business areas to ensure these policies are understood and adhered to.
- Lead on the definition and refinement of the risk controls that are required to manage the organisation's operational risk exposure, working with the broader controls community to ensure a consistent and congruent set of controls.
- Actively taking the lead to engage with and influence the technical and operational architecture strategy to ensure alignment with the Operational Resilience strategy and objectives.
- Taking the lead of proactive engagement with 2nd and 3rd Line Risk/Audit functions to ensure the appropriate level of check/challenge is applied to the strategy, and that this can be evidenced.
- Accountable for ongoing oversight of the transformation agenda to ensure consistency with the Operational Resilience Strategy, with a focus on those projects/programmes specifically charged with delivering new capabilities that address operational resilience gaps.
- Overseeing the support of colleagues within the Operational Resilience function when liaising with the PRA and FCA on matters of Operational Resilience.
- Actively supporting colleagues within the Operational Resilience function during and post serious incidents, ensuring the strategy addresses the root cause of the incident, or refining the strategy if not.

ESSENTIAL SKILLS/EXPERIENCE

- Senior operational risk or strategy professional with at least 10 years of relevant experience.
- Direct experience of operational resilience strategy roles in market sectors with high operational risk environments - EG GAS/POWER GENERATION, INFRASTRUCTURE, UTILITIES, OR DIRECTLY RELEVANT ROLES IN FINANCIAL SERVICES (IDEALLY RETAIL BANKING).
- Depth of leadership and strategy formulation experience in operational risk management (ie not credit or financial risk management).
- Consulting experience in IT strategy and/or Operational strategy.
- Strong intellectual capability to envisage our future business model and operational resilience outcomes, and translate these insights into practical, robust strategy.
- Influential verbal communication skills and strong written communication skills.
- Minimum of degree level qualification
- Experience of both strategy formulation, and delivery execution.
- Demonstrable experience of strong stakeholder management, with experience up to and including Main Board/ExCo.
- Experience of working in ITIL and COBIT frameworks
