HEAD OF STRATEGIC ASSET MANAGEMENT & ESTATES (PROPERTY PORTFOLIO) - DERBY

To be the Corporate Lead on Estates and Property matters and effectively manage the Asset Management and Estates function, including:

- Development of the Councils Corporate Strategic Asset Management Plan.
- Managing the on-going programme of strategic property reviews in line with Corporate Strategic Asset Management plan, budget and service requirements.
- Producing valuations including for the asset register for capital accounting and housing stock valuations commissioning work from other teams and external Agents as required.
- Delivery of the Council's disposal and acquisition program commissioning work from other teams and external Agents as required.
- Reviewing, appropriating, acquiring and disposing of land and buildings and compulsory purchase procedures.
- Be authorised signatory for Estates functions.
- Ensure proper financial return from the Council's property portfolio, through effective management of investment and service-based operational properties.
- Deal with specific delegated areas of activity, including:
- Making applications to Government Department for the consent to dispose of land and premises.
- Managing land acquired for the benefit, improvement or development of the City.
- Authorising the granting of leases to Housing Associations at less than market value, where any necessary consent of the Government Department had been obtained.
- The collection, management and monitoring of property data and the creation and delivery of the corporate programmes.

ALSO ESSENTIAL:

- To have held a Management position within a complex, political organisation eg Government Office, Local Government, Local Authority.
- Evidence of translating strategic objectives into operational plans.
- Knowledge of legal and financial aspects, professional standards and current good practice relating to Estates functions.
- A proven track record in managing a diverse property portfolio, including acquisitions and disposals, commercial landlord and tenant, valuations and rating.
- Excellent communication skills including experience of significant negotiations.
- Educated to degree level or an equivalent level of experience.
- Requirement to be a chartered general practice surveyor, RICS member - valuation professional group.
