Head of Service - Transportation - £500 per day - 6 Months

Capita's large client is looking to secure the services of a Head Of Transportation yo support an Operational Director in securing the continuous development, improvement, efficiency and success of the Department as a whole through effective leadership, budget management, strategic direction, planning, management and governance.

The role will also be to lead the development, planning and delivery of a service to meet the current and future needs of users within available resources and to lead on and support cross cutting corporate initiatives at the request of the Chief Executive.

Qualifications, knowledge and understanding

* Relevant professional qualification - the organisation expects that the holder of this post will be a Charter or Incorporated Engineer, able to show evidence of significant relevant CPD within the engineering profession.
* Knowledge of the major factors, influences and legislation facing local government in general and specifically transportation services, highways management and the development of safe and sustainable transport
* Understanding of local governance finance and the management requirements of managing substantial revenue budgets and capital programmes, including trading accounts and contract payment mechanisms.
* Understanding of the implications and opportunities of national and London-wide transport strategies and the effect on the borough, comprehensive knowledge of external funding opportunities in relation to transport services and a successful track record of both securing external funding and delivering projects.
* Understanding of the organisations role in ensuring and providing services in an environmentally sustainable manner, and of the importance of those services in enhancing local economic prosperity.

Experience

Track record of achievement at a senior leadership level in a similarly large and complex organisation including:

* Appropriate professional and management experience of transportation services within an urban setting, to be able to establish credibility with a wide range of relevant stakeholders both within and outside the organisation, and ensuring the needs of priority community groups are met.
* Experience of successfully delivering organizational change and improvement initiatives leading to better outcomes for residents.
* Experience of the procurement and management of large scale contracts and thorough understanding of contracts for construction and other transport-related professional services, and of relevant existing or emerging markets
* Experience of managing complex budgets across capital and revenue, funded by multiple stakeholders, and delivering projects on time and to budget, while being accountable to funders and transparent to the organisation.
* Experience of corporate working in relation to the integration of transport services into wider corporate working e.g. regeneration, community safety and sustainability.

* Ability to plan and manage complex projects, including capital projects using varied funding sources, to time and to budget.
* Ability to think strategically about the organisations long term use, maintenance and development of its assets and infrastructure and deliver a programme to maintain and improve them
