Head of Service - Environment

RESPONSIBLE FOR:

Leading the Environment Implementationimproving the quality of local places and the environment; making The Borough a better place to live with cleaner, more sustainable communities for residents, businesses and visitors.

Leading on strengthening the Council's capability for improvements affected by the service and enabling productive working with partners and the business, voluntary and community sectors to provide value for money and improved performance for residents and businesses.

JOB PURPOSE:

To take a strategic lead role for the delivery and management of the Environment Implementation & Delivery teams, as a key member of Environment, supporting the Assistant Director, Director, Mayor and Cabinet in the development, delivery and implementation of directorate and corporate priorities, strategies and policies.

Provide visible leadership to Environment Implementation & Delivery teams inspiring, motivating, developing and managing staff within a culture of continuously improving performance to enable the Council to deliver the best possible services.

Provide policy advice and briefings to the Council's political and corporate leadership showing an understanding of local and national influences and the implications for the Council, its partners and residents.

Operate at a senior level in matters of a complex and diverse nature that require in the broadest sense, a high level of knowledge and understanding of multiple specialist areas of work.

Work with colleagues across directorates, stakeholders and partners to develop and deliver services to achieve the Council's objectives, provide effectiveness, value for money and improved outcomes for residents.

Lead on the development and implementation of protocols and service level agreements to assist communities, portfolio holders and local ward members in achieving their aims at a local level within the constraints of the service.

Have a continuing responsibility for leading the review of service standards affecting people in the borough and the Council, make recommendations for change and implement the changes.

Engage with staff to understand the detail of the service and challenge existing practices to eliminate unnecessary waste in processes and activities to minimise the resources necessary to deliver services.

Ensure the Environment Implementation & Delivery service performs its duties and functions in fulfilment of statutory obligations ensuring staff are up to date with the changing obligations and mandates of the service.

Represent the Council in local, regional and national forums and influence the development and delivery of services.

Deputise for the Assistant Director and senior colleagues as and when required.
