JOB PURPOSE

The client is the UK's planned new high speed rail network, connecting London with the West Midlands, Manchester, Leeds and beyond. It represents a once-in-a-generation opportunity to transform the way we live, work and travel. The client provides much-needed capacity for commuters, introduces fast, frequent and reliable connections between major cities and regions and will be a catalyst for jobs, skills and growth.

In this role, you will be responsible for developing and delivering the Client rolling stock procurement strategy, for Phase One and Two, in line with The Client's commercial policies and stakeholder requirements. You will determine the resources required to deliver the procurement strategy and develop and manage an effective rolling stock procurement team to achieve value for money. The procurement process will be efficiently and effectively managed in line with the relevant Procurement Regulations, Government policies and best industry practice.

PRINCIPAL ACCOUNTABILITIES

- Develop and manage the delivery of the client's Rolling Stock Procurement Strategy to achieve best value for money.
- Establish and manage the resources within The client's Rolling Stock Procurement Team to successfully implement the Rolling Stock Procurement Strategy.
- Ensure that rolling stock tender documents are aligned with The Client objectives and are developed from robust risk assessments and that the proposed risk allocation is effectively reflected in contractual documentation.
- Maintain The Client Ltd knowledge and understanding of the rolling stock and related supply markets.
- Manage and lead a high performing, efficient and effective procurement team which works closely and collaboratively with all relevant business areas and stakeholders.
- Ensure reliable and timely management data and reports are provided as and when required and in line with The Client management reporting procedures.
- Co-operate with the client in all matters relating to health and safety, including following safe working procedures at all times
- Act as a role model for The Client's vision and values.
- Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction.

PERSON SPECIFICATION

- Must hold a professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS), Chartered Institute of Builders (CIOB), Institution of Civil Engineers (ICE) or relevant equivalent eg Membership of Institute of Management Consulting or Association of Project Management.
- A degree in engineering, manufacturing, construction or a related subject matter or equivalent experience is desirable.
- Thorough understanding of UK and European procurement regulations, contract law and practice.
- Detailed knowledge and experience of the complete procurement, contract management and supplier relationship management cycle.
- Thorough understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
- Good understanding of business and procurement management systems.
- An understanding of strategic procurement in UK public/utilities civil and construction procurement as a client or for client bodies.
