Head of Regulatory Economics in Holborn, London for Government Sector

DURATION: 9+ Months Initially with possible extension

ROLES DESCRIPTIONthe incentives faced by passenger and freight train operating companies to make effective use of that network; and the incentives on Network Rail to manage and expand its network efficiently.
- Contribute to the DfT's work to reform the funding of sector, in light of the recent budget announcement that a greater proportion of funding will be channelled through train operating companies, rather than being paid direct to Network Rail. This work has significant interactions with ORR's project to reform charges.
- Support wider policy development as the ORR prepares for the next periodic review of Network Rail. This includes supporting projects to make greater use of comparisons between Network Rail's routes, and policy development of how we adapt our regulation to improve how the system is operated and how capacity on the network is managed.
- Be responsible for line management of a team of four Grade 7 economists and take a significant role in managing work priorities for the wider team.
- Work closely with senior stakeholders, including DfT, HMT, Network Rail, Train Operating Companies and


- The ability to develop policy in a complex environment, drawing together contributions from economists, lawyers and engineering experts.
- A solid grounding in economics and quantitative analysis, ideally as it relates to economic regulation. Prior experience developing policy in a regulated sector would be an advantage, but prior experience of railways is not essential. The team has expertise in transport economics, econometrics and regulatory economics, and the postholder would work closely with these colleagues.
- Strong written and oral communication skills. The postholder would present papers to ORR's policy committees and board on a regular basis, be responsible for a number of external publications, and so play an important role in ensuring that our policy analysis is framed in a way that is accessible to non-specialist audiences.
- The ability to manage a hard-working and motivated team, supporting their development and ensuring that work is allocated within the team in an effective manner. You would work closely with the Head of Transport Economics and the Deputy Director to manage the workload of the wider team.
