HEAD OF PROGRAMME FINANCE

CENTRAL GOVERNMENT
BASED IN LEEDS
CONTRACT WILL RUN TO NOVEMBER 2013

Head of Programme Finance required to join the team that provide full end to end financial support, advice and insight for all of the national programmes delivered by the Central Government organisation.

KEY EXPERTISE REQUIRED
* The scale and complexity of the programmes are significant therefore previous experience managing large complex projects is essential.
* Management and leadership
* Commercial/work packages to support the re-procurement phase
* Finance/financial control/financial modelling

Experience required
* Demonstrable experience of adapting processes and procedures and embracing changes required to meet current service requirements.
* Demonstrable experience of building highly effective collaborative relationships with a wide range of senior professionals.
* Experience in applying rigour to the financials, production of concise, informative and user-friendly financial reports to the standard required by stakeholders.
* Significant experience of budgeting, forecasting and analysis on high value complex contracts in an IT services environment.
* Extensive experience and proven track record of operating at a senior level, financially managing complex and high volume commercial contracts within an IT services contract environment.
* Significant experience of creating and operating complex financial modelling and forecasting tools within an IT services contract environment.
* Significant experience of leading, managing and directing change with the proven ability to provide clear and justified explanations for change to team members.
* Experience of effectively championing change and improvement.
* Significant experience of advising on successful bids and procurements.
* Proven ability and experience of using/developing a quality management system/strategy or method for the management of financial activities and outputs. This includes the achievement of and maintenance of compliance to standards, as appropriate.
* Experience of effectively communicating the strategy to the broader team and stakeholders, including explaining the impact of the strategy on the work area, the rationale behind the strategy where there may be substantial barriers to acceptance.
* Proven ability and experience of demonstrating strong credible, professional leadership skills including the provision of clear direction, developing strategic goals and objectives, motivating and inspiring others to overcome obstacles of delivery, and providing a culture of empowerment, accountability and recognition.
* Demonstrable experience of maintaining a strategic view over the work area, providing the framework for implementing business initiatives, or large-scale change, by conceiving, maintaining and communicating a vision of the outcome.

Knowledge and Skills
* Highly developed analytical skills in reviewing and evaluating financial data, significant knowledge of management and financial reporting and demonstrable experience of reporting database structures.
* Proven ability to apply best accounting and industry practice to a complex excel spread sheet model of a long term contract.
* Proven ability to both apply contract assumptions and deconstruct complex models of a long term contract to prove the treatment of cost, overhead, margin and risk.
* Project accounting knowledge and operational experience.
* Uses knowledge of audience views and interests, chooses and employs diverse methods, tools, and resources to educate and build enthusiasm in potential partners and supporters.
* Proven ability to apply best accounting and industry practice and significant experience of evaluating processes and procedures.
* Commercial acumen and proven ability to negotiate with external suppliers and internal stakeholders.

Qualifications
* Educated to Masters level (or equivalent qualification/experience) plus significant specialist experience
* CCAB qualified accountant with relevant post qualification experience
* Recognised management qualification or equivalent experience.
