HEAD OF PEOPLE TRANSITION (INTERIM POSITION)

6 MONTH CONTRACT

£600-£650 PER DAY

This role has been established to create and deliver a transitional plan to facilitate moving Essex County Council from its current operation to its new organisational design.

This position will lead the review and revision of the structural organisation job profiling, specifically to design and deliver a set of job profiles and plan the transitioning of the organisation to the new profiles.

The ideal candidate will be able to demonstrate a deep understanding and subject matter expertise in leading & planning the detail of large scale organisational change.

The role will be instrumental in further developing the wider HR team's skills in large scale organisational change.

KEY ACCOUNTABILITIES

- Lead on the development and delivery of the ECC People Transition, directly contributing to the Essex Works vision.
- Contribute to the leadership and management of Essex County Council, acting as a lead professional in relation to HR matters, to support the delivery of high quality services across the Council.
- Develop a transition strategy aligned with organisational priorities that provides the right environment to attract, develop and retain staff and improve overall performance
- Create, maintain and develop appropriate policies, procedures and strategies to support flexibility, change and continuous improvement
- Ensure human resource planning and management strategies are reviewed, so that they align effective activities with strategic priorities.

KNOWLEDGE, SKILLS AND EXPERIENCE

- Educated to degree level with a CIPD or other post graduate qualification in human resources/development or equivalent by experience.
- Extensive experience of leading large-scale change projects successfully.
- Significant experience of leading, developing and implementing HR strategy and embedding new ways of working across a large and complex organisation.
- High levels of interpersonal, communication and influencing skills including demonstrable experience of creating effective working relationships and the ability to establish credibility with Senior Managers, Members and other key stakeholders.
- Strong understanding of the current and future issues facing local government and the wider public sector, both nationally and within Essex.
- Substantial leadership experience of working in a large and complex organisation.
