Head of Payroll services required by Lancashire based council client for a 2 month contract position.

As Head of Payroll services you will manage, lead and provide strategic direction to those staff responsible for the provision of quality payroll services to a range of customers across public, private and voluntary sector organisations.

You will deliver excellent levels of customer service and payroll performance through continuous business transformation and service improvement, and maximise business growth through effective marketing strategies

The Head of Payroll services entails developing and implementing, in conjunction with the Director, a strategic framework for Payroll Services to deliver payroll, pensions', and systems' support services that are e-enabled, business centred, output driven and customer focused for approximately 60,000 personnel.

As Head of Payroll services you will deliver service transformation in terms of cost effectiveness and efficiency through the implementation of revised transactional Services, leading edge payroll and systems' technological initiatives and the maximisation of both Manager and Employee Self-Service functionality.

To be successful as Head of Payroll services you will have professional payroll or an equivalent management/specialist qualification, have undertaken formal management training and have demonstratable experience working within the payroll services field, at a strategic level, leading a team of specialist staff within a complex organisational environment.

You will also have managed the delivery of a range of effective and successful payroll, pensions' and systems' services, within a traded environment, with a focus on influencing culture and business process changes both internally and for customers.

You will possess a 'Delivering Performance' culture, through the application of performance management frameworks and effective people management in the pursuit of customer service excellence and quality standards.

You will also have well-developed leadership, communication and negotiation skills, and proven ability to both organise and undertake a diverse workload, manage constant and often conflicting demands making difficult decisions whilst achieving competing deadlines and targets.
