An exciting new opportunity has developed to join one a high profile client of ours, working as Head of Human Resources in London. The job holder will be required to lead and direct one of the HR departments (learning and Development, Operations or Policy & Reward. Our client is seeking to develop workforce flexibility and competency interchange, previous experience of Talent Management, Reward and Recognition and Learning and Development are required. There will be some scope for Project work and which will require HR expertise to provide advice and support to wider project activity. All Candidates must be willing to go through Security Clearance to SC level.

Key Tasks

- To lead and direct one of the HR departments (Learning & Development, Operations, or Policy & Reward). Providing business support and governance in order to deliver the HR strategy and our client's strategic objectives.
- Lead and direct an HR department supporting the business through policy and strategic development, business planning, performance, service delivery and/or governance.
- Lead and direct the delivery of an effective and efficient departmental service.
- Lead on protocols policies and procedures relating to all staff movement, including, recruitment, redeployment and promotion.
- Lead on all industrial relations, including employment tribunals and disciplinary and grievance cases, ensuring these are handled at an appropriate level with due regard to the Agency's liabilities under appropriate legislation.
- Ensure that the Agency's Inclusion, Diversity and Equality values underpin all HR activity and that appropriate measures are taken to ensure accurate recording of relevant management information.
- Lead on organisational learning and development priorities, in support of the strategic imperatives and key priorities.
- Ensure that training is delivered to nationally accredited standards by nationally accredited trainers, as appropriate.
- Lead on trade union negotiations on behalf of the business with regard to all pay and reward structures.
- Lead and oversee projects, programmes, departmental campaigns and ensure performance levels are monitored and reported against target and plan.
- Develop and implement strategic/business plans and seek continuous improvement of corporate performance to meet strategic objectives.
- Manage organisational change and effectively plan and communicate proposed changes with staff and other stakeholders.
- Oversee the quality, secure handling and dissemination of data/information, in line with Agency policy.
- Direct and attend cross departmental committee/meetings deputising for Directors as required.
- Work extensively with government departments and represent the Agency at cross government committee/meetings (as required).
- Manage/coach staff and provide guidance on performance and development.

QUALIFICATIONS REQUIRED

- Chartered Member of Chartered Institute of Personnel and Development (Chartered (MCIPD) or equivalent.

KNOWLEDGE REQUIRED

- Understanding of information management.
- Knowledge of relevant legislation affecting Agency activity and an appreciation of the political context of the Agency's work.
- Understanding of governance requirements.
- Knowledge of Employment law, leading edge HR practice and employment relations.
- Risk Management.
