Head of Finance and Contracting

. Work with the Interim Programme Director to develop a framework of policies and procedures to ensure that project robustly complies with the highest standards of corporate governance.

. Responsible for ensuring compliance and providing support and advice to project in the full range of HR activities such as staff development, mandatory training, performance management, recruitment, induction and managing absence.

. Responsible for ensuring procurement activity across project is monitored on a monthly basis and ensure compliance with the procurement guidelines.

. Responsible for ensuring a robust approach to contract management, including managing contracts, addressing any queries, tendering arrangements and on-going relationships with suppliers.

Financial Management

. Manage budget framework and oversee compliance of the budget framework by budget holders in accordance with Standing Financial Instructions.

. Develop and maintain a monthly financial performance report including robust analysis of variances, trends and forecasts.

. Raise awareness of financial performance requirements and of the need for budgetary control.

. Provide budget holders with support, reports and other information to assist them in effectively managing their budgets. Undertake regular detailed reviews of budgets with budget holders.

. Responsible for ensuring the team appoint a substantive Finance Lead.

Person Specification

Qualifications, Experience and Knowledge

. Educated to degree or equivalent experience.

. Professional qualification in finance.

. Experience of successfully managing large budgets within a complex change programme.

. NHS HR and procurement experience.

. Knowledge of business services and corporate governance.

. Knowledge of financial management and high level of financial literacy and numeracy.

Skills and Abilities

. Ability to analyse complex problems and situations and develop practical and workable solutions to address them.

. High level of organisation, self-motivation and flexibility in approach and attitude.

. Ability to set and negotiate priorities for themselves in order to manage and deliver to set deadlines.

. Must be personally resilient and be able to thrive in a highly complex environment that is subject to constant change.

. Good communication skills with the ability to communicate effectively with both non-finance and finance staff.

. Strong team working skills.

. Excellent interpersonal skills and an ability to build robust working relationships.

. Ability to carry out work with a high level of attention to detail.
