Projektbeschreibung
To lead the operational development of the NHS Estates team, provide detailed professional and technical advice (hard FM) and guidance to Trust staff, contractors and consultants on issues that are complex and non-routine for energy management, engineering plant and equipment and critical patient safety systems and infrastructure.
To lead on the development of fire safety matters across the Trust estate and ensure fire safety training is appropriately delivered.
To provide engineering local authorities, Trust contractors, Interserve Facilities Management, HMU and site Facilities Managers.
To have considerable autonomy and scope for contributing to projects/schemes as and when requested by the Deputy Director of Facilities.
To contribute to the development and implementation of the Trusts overall strategy.
To be responsible for taking the lead in relation to the performance monitoring of the Estates services within the Trust ensuring that we meet Trust requirements and are delivered in a timely and efficient manner within their parameters in terms of time, cost and quality.
Responsible to the Deputy Director of Facilities, ensuring that there is an effective and efficient Estates service across the Trust.
To ensure that appropriate standards in relation to statutory and mandatory regulations are met.
To deputise for the Deputy Director of Facilities as and when required.
To ensure fire safety risks are minimised and that statutory obligations are met and where this is not the case escalate appropriately to the Deputy Director of Facilities.
To manage and be responsible for managing chargeable reactive maintenance works and small projects, ensuring works are delivered in a timely and best value manner, in line with Trust SFI's and schemes of delegation.
To line manage the Trusts estates engineers and estates auditors.
To develop and maintain a robust audit process to ensure statutory mandatory and contract compliance is achieved.
To ensure Trust policies governing estates management are monitored and complied with and to provide evidence to demonstrate compliance and escalation of non-compliance. These include but are not limited to; Water management, (Legionella & Pseudomonas), Medical gases, Pneumatic tube
Essential Skills/ExperienceThe post demands an enthusiastic, highly motivated individual with very significant levels of experience in a senior estates, hard FM management NHS position.
Professional Estates/Environment Management degree or equivalent specialist knowledge and experience. Post graduate qualification in Estates or Facilities Management and evidence of continued professional development.
Extensive knowledge of NHS healthcare buildings, systems and management
Comprehensive Knowledge and understanding of specialist NHS related practices and procedures.
Knowledge of Fire safety management systems and designs.
Use of MICAD and Auto Computer Aided Design [AutoCAD].
Experience
To have self motivation in terms of determining priorities and achieving them with minimum external input.
A proven success in business planning and in the development and effective implementation of strategic plans.
A proven record of success in managing operational change while also developing and maintaining high standards of quality.
Experience of working on specialised Carbon Emissions projects and developing and implementing carbon reduction strategies.
Experience of leading and supervising teams.
Has acted in an experienced and qualified Appointed Person [AP] capacity for one of the following:
Medical Gases, Legionella, HV or LV. Water systems
