Head of Estate Management

I am looking to hire a Head of Estate Management for our Public Sector client

KEY AND DELIVERABLES

Delivery/management of a cost effective & affordable estate that will support Client's business needs today and in the future.

Specifically the role is responsible for:

- Oversight of several major PFI contracts, including £4.5bn estate contract, leading personally on supplier relationships and major lease renegotiations
- Design/Management of the transformation of our Legacy estate to regional centres (as per the Building our Future transformational programme), working closely with regional stakeholders and development groups both public & private
- Engage with the lines of business within Client in transforming the future workplace, and working closely with the Workforce Management Programme to align this to the future needs of the department
- Control/Management of ESS £430m budget, providing leadership and direction to 1,000 staff covering a range of disciplines from high volume support functions (eg mail handling) to specialised services (eg contract management, FM and technical property specialists)
- Responsible for the Estates Strategy Implementation programme, with a budget of £35m for delivering £236m savings in SR14 along with the delivery of estate improvements
- Manage a complex estate, (over 1m sq ft in 420 buildings and other facilities, in PFIs, direct leases and MOTO occupation) - provision of estate for a number of other Govt departments
- Engagement with the Client LOB's to define/develop an estates strategy ensuring compliance with Govt property controls and delivery of major estates savings
- Deliver a 33% reduction in estates and service costs over SR10
- Accountable for the health/safety/security of people within Client buildings, addressing the mitigation of risks for the built environment/service delivery
- Ensure a customer and future focussed ESS organisation
- Design, delivery & stakeholder engagement for building projects/programmes, including vacations and moves
- Oversight of the estate contribution to Govt sustainability/carbon reduction targets

EXPERIENCE REQUIRED

ESSENTIAL SKILLS & EXPERIENCE

Demonstrable extensive experience and professional knowledge at Director level of leading a sizeable property portfolio in a transformational context, delivering estates strategies and managing complex commercial contracts in a large and multi-disciplined organisation. Demonstrable experience of large scale and innovative regional development and complex commercial property contract negotiation.
